The five-year strategic objective of the Voices for Just Climate Action (VCA) program is: “By 2025, local civil society groups have claimed a central role as empowered innovators, facilitators and advocates of climate solutions”. Our program is about climate justice:

Climate change is not only an environmental problem to be addressed but also a societal challenge with ethical and human rights aspects.

Hence our intention is to build wide societal support for locally shaped climate solutions through an inclusive and rights-based approach. This includes building a broad-based climate alliance at country level, bridging divides (urban-rural, gender, youth), that amplifies voices in new, unusual ways. In addition, we will influence national and global policies and financial flows in support of these locally shaped solutions. The program is implemented by an alliance of 6 organizations: World Wide Fund for Nature (WWF) Netherlands, SouthSouthNorthAkina Mama wa AfrikaSlum Dwellers InternationalFundación Avina, Hivos. During the 5 years’ program period the alliance aims to increase ownership of the program by local CSOs. The program is funded by the Netherlands Ministry of Foreign Affairs under the “Power of Voices” framework.

In general terms, the Junior Project Officer (JPO) contributes to the performance of the Hivos project/program, which might be in business development, fund management, program implementation or scaling-up. The JPO is always a member of a project team and contributes to one or more projects by implementing clearly defined roles and tasks in the Hivos project cycle. Activities relate to various subjects in the fields of research, consultancy or social action and co-creation. The JPO works closely with other staff in VCA worldwide and staff in Hivos’ MENA hub, especially in Tunisia.

Responsibilities

The JPO supports the VCA Country Engagement Manager in a range of tasks, including:

Project administration

  • Provides administrative & logistics support, including organizing internal and external events, meetings and travel, and following up with staff and stakeholders on information requirements and deadlines.
  • Carries out administration tasks on Hivos’ All Solutions project management system, and ensure all relevant program, admin and financial documents are filed in a timely manner.
  • Provides administrative support to audits as required.
  • Manages petty cash and other admin tasks if required.

Program implementation & communications

  • Contributes to planning and implementing the Hivos plan of work, including supporting lobbying, and policy influencing efforts at national and county levels.
  • Supports internal and external communications – including but not limited to writing articles and blog posts in English, commissioning of relevant communications products and guiding the overall communications strategy with support from the global VCA communications officer.

Grant making & monitoring, evaluation & learning

  • Supports VCA grant management efforts by maintaining relationships with VCA partners.
  • Communicates deadlines, updates and other relevant information to VCA partners.
  • Supports disbursement of funds.
  • Supports partners in implementation efforts when requested.
  • Carries out monitoring, evaluation and learning of partner activities.

Requirements

This is for nationals or residents of Tunisia only:

  • University degree in a relevant field. Between two and three years of relevant work experience.
  • Has NGO/civil society experience.
  • Work experience in project implementation and communications.
  • Good knowledge in relevant sector or theme and/or methodology (co-creation, social innovation, local ownership).
  • Excellent verbal and writing skills in English and Arabic.
  • Experience working with diverse teams, including partners in the areas of youth and creatives is a plus.
  • Job skills: organizational skills, accuracy, detailed-oriented, multi-tasking, communication, flexibility.
  • Level skills: team player, positive attitude, professionalism, analytic skills, result oriented, motivated to learn, discretion.

What we offer

We offer a stimulating work environment in a professional international organization with very dedicated staff.  We offer a national contract based on Hivos local labor conditions, with remuneration commensurate with the experience and expertise. Contract renewable depending on performance.

Specific Employment Conditions for this vacancy is in Tunisia

Until the conclusion of Hivos’ registration as a foreign NGO in Tunisia, this position will be hosted at Al Bawsala, a Tunisian non-profit association. A local contract will be offered to the employee under Al Bawsala and accordingly, employment conditions of Al Bawsala will apply for this vacancy.

Upon the conclusion of Hivos’ registration in Tunis (and based on the employee’s performance) Hivos intends to transfer the employee’s local contract under Hivos’ umbrella where Hivos’ Tunis Office employment conditions will apply.
