Title: Finance & Procurement Officer

Base: Tunis, Tunisia

Description: The Institute for War & Peace Reporting (IWPR) is seeking a Tunisbased Finance & Procurement Officer. Under the supervision of the Senior Finance Manager, the position supports the IWPR finance and procurement department to procure and pay for goods and services in accordance with policy and standards; provides guidance, advice and support to ensure procurement and finance processes are effective, efficient, and ethical and provide the best possible value; and assists senior management in program implementation as needed. This position is available until end of March 2020 and renewable based on funding availability.

Founded in 1991, and operating currently in three dozen countries around the world, IWPR is an award-winning international media and human rights development network, with charitable status in the United States, the United Kingdom, and the Netherlands.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Procures goods and services in accordance with policy and standards.

  • Analyzes procurement requirements and selects the most appropriate methods based on interpretation and assessment of established policies, practices and experience.
  • Plans, organizes, and leads the bid solicitation process including drafting and issuing RFQ, RFP, developing bid evaluation criteria and guiding staff on processes involved.
  • Chairs bid evaluation committees ensuring the integrity of the competitive process; facilitates bidder debriefings and exercises appropriate judgment and tact while ensuring to protect confidential information.
  • Analyzes, negotiates and assists in preparation of contractual agreements ensuring appropriate terms and conditions are included to protect the company’s interests.
  • Monitors and reviews progress of contractual agreements; reviews invoices for payment resolving any problems that arise and performs post contract evaluations.

Supports in the implementation of financial transactions and processes in

  • accordance with policy and standards.
  • Oversees filing system of the contracts and contracts database maintained by the Finance Assistant.
  • Updates and manages inventory list.
  • Logs in invoices received and checks issued
  • Translates the invoices, contracts etc.
  • Manages phone cards
  • Assists Senior Finance Manager in audits preparation

Coaches project employees on relevant processes (i.e. Requests for Quotations (RFQ), bid evaluation criteria, negotiation memos and other competitive procurement tools to ensure project needs are met, that IWPR obtains best value, and to ensure procurement processes are perceived by suppliers as fair, open and ethical.

Creates and maintains procurement records including electronic records in the GoogleDocs system and other systems, ensuring accuracy and integrity of data.

Performs other duties and undertakes other projects as may be assigned by Senior Management from time to time.

 

Critères d'éligibilité

  • In depth knowledge of US/UK and EU Government/donors procurement practices and regulations.
  • Strong analytical skills.
  • Excellent oral and written communication skills.
  • Proven ability to manage logistics.
  • Excellent Excel and Word skills.
  • Experience working with vendors and hotels.
  • Ability to perform job specific mathematics.
  • Excellent written and spoken English and Arabic skills, with French preferred.
  • Excellent interpersonal and problem-solving skills.
  • Proactive and highly organized working style.
  • Accuracy, attention to detail.
  • Bachelor’s degree in relevant field;
  • Minimum three years of experience in a similar role with a USG/UK and/or EU-funded organization.
  • Equivalent combination of education and experience
