About the NGO:

Islamic Relief has been operating in Tunisia since 2011 primarily as a response to the influx of refugees during the Libya Crisis.  Since registering an office in Tunisia in 2012, Islamic Relief has set up and managed camps on the Tunisian border and provided humanitarian services to over 15,000.  As well as supporting refugees Islamic Relief has implemented projects in health, water and sanitation, food security and education sectors as well as supporting capacity building of local associations.


The Human Resources department manages the organization’s staff related matters from the start to the end of the employment relationship, as well as continuous learning and improvement.

It does so through providing comprehensive HR services and through its evaluation and audit functions. Equally importantly, , deployment of IR’s organisational strategy, policies and processes.


The Human Resource Officer is responsible for providing support in the various human resource functions, which include recruitment, staffing, training and development, performance monitoring and employee counseling.


  • Maintain a strong working relationship and offer an advisory service to line managers, directors and staff.
  • Liaise with external employment lawyers and advisors to ensure IRT policies and practices are in line with legislative requirements. Also required to interact with external HR contacts Insurances companies.
  • Has to coordinate with Ministries related to Admin issues such as visa, residency card for Expat


Scope of the Role:

Responsibility for Resources:

  •  Reporting to management on the progress of employee relation issues, including handling of sensitive documents and information.
  • Access to confidential information (Personal files, maintaining databases, publications and reports).
  • Some responsibility for updating key information resources such as the extranet.


The job holder is accountable for fulfilling his or her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff. The following are the main responsibilities that the role holder will be accountable for

1Provide support to supervisors and staff to develop the skills and capabilities of staff:

  • Ensure that accurate job descriptions are in place.
  • Provide advice and assistance with writing job descriptions.
  • Provide advice and assistance when conducting staff performance evaluations.
  • Identify training and development opportunities.
  • Organize staff training sessions, workshops and activities.
  • Process employee requests for inside and outside training while complying with policies and procedures.
  • Provide basic counselling to staff that have performance related obstacles.
  • Provide advice and assistance in developing human resource plans
  • Provide staff orientations.
  1. Monitor staff performance and attendance activities:
  • Monitor daily attendance, Implement and maintain daily attendance record for staff, annual leave days, compensation leave days, sick leave days and absence records.
  • Investigate and understand causes for staff absences.
  • Recommend solutions to resolve chronic attendance difficulties.
  • Provide basic counselling to staff that have performance related obstacles.
  • Provide advice and recommendations on disciplinary actions.
  • Monitor scheduled absences such as holidays or travel and coordinate actions to ensure the staff absence has been adequately covered off to ensure continuity of services.
  • Inform affected staff of unexpected absences from work and coordinate actions ensuring the continuity of services.
  1. Assistant the Manager in Coordinating staff recruitment and selection process in order to ensure a timely organized and comprehensive procedure is used to hire staff:
  • Provide advice and assistance to Managers on staff recruitment.
  • Prepare notices and advertisements for vacant staff positions.
  • Schedule and organize interviews.
  • Participate in applicant interviews.
  • Conduct reference checks on possible candidates.
  • Prepare, develop and implement procedures and policies on staff recruitment.
  • Inform unsuccessful applicants.
  • Conduct exit interviews.
  1. Provide information and assistance to staff, CDand Council on human resource and work related issues:
  • Develop and implement a human resources plan and personnel management policies and procedures.
  • Promote workplace safety.
  • Provide advice and assistance to staff and management on pay and benefits systems.
  • Explain and provisions of the personnel policy.
  • Explain employment standards and legislation such as workers compensation, labor standards and Fair Practice Act.
  • Organize the transitional provisions of employee compensation, pay and benefits when positions are transferred or new positions are funded through contribution agreements and other special funding arrangements.


  • To ensure the archiving of all HR documents according to IRT archiving procedures.
  • To undertake any other reasonable duties that are consistent with the job and at its level of responsibility as and when required by line management.


It is essential that the post holder shows a good understanding and sympathy with the Islamic values and principles as well as commitment to Islamic Relief Tunisia’s vision and mission.

Critères d'éligibilité

  • Education or equivalent training/experience in related field Human Resource Management.
  • Minimum 3 years of experience in a similar position.
  • Minimum 3 years of experience working with Non-Governmental Organizations.
  • Communication skills: Good level in Arabic and English (French is a plus).
  • A degree in a management or social science related field, preferably in HRM or Business Studies
  • Strong and seasoned analytical and problem solving skills, with the ability to think creatively and laterally, to overcome challenges.
  • Ability to prioritise and work efficiently under pressure and subject to changing priorities; proven experience of managing multiple projects.
  • Excellent communication (verbal & written) and interpersonal skills.
  • Excellent levels of computer literacy including Microsoft Office applications and HR software.
  • Extensive experience of generalist services in HR is required.
  • Proven record of excellent people and interpersonal skills with strong communication skills at individual and group levels
  • Previous experience of working within humanitarian and development sector is an advantage.
  • Proven experience of developing and implementing strategies and work plans
  • Demonstrates the flexibility and energy that is required for a high level of self management and awareness
  • Ability to respond to a dynamic and changing environment.
  • Strong emotional intelligence and resilience, and able to maintain composure - acting in a calm and measured way, in difficult situations.
  • Strong & confident communication skills which delivers information persuasively and with clarity in a wide range of situations.

  • Fluency in English
  • Knowledge and experience of working in an international organization.
