About the NGO:

Islamic Relief has been operating in Tunisia since 2011 primarily as a response to the influx of refugees during the Libya Crisis.  Since registering an office in Tunisia in 2012, Islamic Relief has set up and managed camps on the Tunisian border and provided humanitarian services to over 15,000.  As well as supporting refugees Islamic Relief has implemented projects in health, water and sanitation, food security and education sectors as well as supporting capacity building of local associations.

PURPOSE OF DEPARTMENT:

The department reinforces IRW’s implementing structure to enable these people and their communities to develop themselves sustainable, and ensures that the organization is prepared to respond promptly and effectively to humanitarian crises. The department increases the organisation’s ability to tackle poverty by developing and fostering partnerships and institutional relationships effectively and proactively, and by ensuring transparent and timely reporting to the organisation’s donors.

THE CHILD WELFARE PROGRAMME:

Islamic Relief initiated the orphan sponsorship programme to support orphan families most in need. It is one of Islamic Relief’s oldest running programmes since its initiation in 1986. IRW facilitates the sponsorship of tens of thousands of orphans globally, linking individual donors around the world to orphan families in developing countries. Orphans are considered the most vulnerable groups in society, having lost their father and their main source of income and protection, orphan families become marginalised and at risk. IR Tunisia as per its strategic plan 2017-2021 is targeting the sponsoring of 500 orphans in 2017 in the South of Tunisia and the number will be increased by 2021 with the possible extension of the programme depending on the funding opportunities.

JOB PURPOSE:

Working with Programme Coordinator in improving the quality of life of orphan’s families with special focus on the most vulnerable. The OC Assistant task is to identify new orphans, conduct field visits as per the yearly schedule and make sure that the orphans records are archived as per IR’s archiving procedure.

KEY WORKING RELATIONSHIPS:

  • Has regular contact with the Child Welfare Coordinator (CWC), to follow up with the implementation of orphans sponsorship   activities.
  • Represents Islamic Relief to stakeholders involved in child welfare project in coordination with his/her line manager.

SCOPE AND AUTHORITY

Scope of the Role:

The task of the Child Welfare Assistant is to maintain and strengthen the bonds of solidarity and support between the project and the beneficiaries. S/He is the permanent relay between the support structure and deprived layers who are supported. For this purpose, S/He is responsible for the collection, processing, analysing and reporting of information about the beneficiaries. S/He represents the project to them and must actively participate in their daily life by providing advices and sustained support so that to enable them for a better integration.

Responsibility for Resources:

The Child Welfare Assistant is responsible for supporting the preparation, implementation and monitoring of the Orphans Sponsorship Programme (OSP) activities and ensure that all project related information are organized, documented and accessible. S/He contributes to develop ToRs for putting in place procurement and distribution plans, project monitoring system, regular situation update and quality reporting.Any decisions that have direct impact on the project activities should only be made after referring to the Child Welfare Coordinator (CWC).

KEY ACCOUNTABILITIES

The job holder is accountable for fulfilling his/her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff.

KEY ROLES/RESPONSIBILITIES

R.1. Programme Development and Implementation

    • Consolidate information on orphans and their families (identity, location, part of social life, difficulties and problems experienced) and offers solutions for improvement;
    • Identify and record new orphans living in difficult conditions;
    • Develop a profile of the orphans and their families (Photo, filiations, and families, social and environmental structures);
    • Fill in the orphans application forms;
    • Uploads collected data on the relevant system;
    • Convey the objectives, activities and other information about the project for the orphans host families;
    • Conduct home visits and interviews with the beneficiaries to better understand their problems and noted the improvements made and or damage occurred;
    • Advise and sensitize families on good practices for better development of the orphan on the academic, social and health plan;
    • Organize social and educational activities promoting orphans;
    • Hold regular meetings with widows and guardians of orphans in their place of residence;
    • Participate in social events of host families (in the case of hospitalization, death or serious illness of orphans and other ceremonies for orphans) and report to the Project Coordination;

R.2. Monitoring-Supervision:

2.1. Supervise orphan families and advise them on how to spend the granted sponsorship in the best interest of the family;

2.2. Keep the CWC informed about the health of sponsored orphans. In case the condition is critical share the

information with CWC without any delay;

2.3. Produce periodic case studies on orphans upon request from CWC ;

2.4. Support the structuring of families receiving sponsorship so that to facilitate communication and

        good distribution of the sponsorship benefits;

2.5. Provide communications, letters and other messages from sponsors to the beneficiaries;

2.6. Assess constantly the sponsorship impact and follows the evolution of orphans;

2.7. Note irregularities, deficiencies and achieved progress and transmits situational reports to the CWC;

2.8. Develop monographic profile of different orphans – monitoring (categorization, age,

        social and educational status etc…);

 2.9. Perform any other relevant tasks assigned by the hierarchical supervision

R.3. Reporting:

       3.1. Ensure Timely preparation and submission of Annual Progress Reports (APR) (before 30 June of each year)

       3.2. Coordination with Country Office LOG Department for the purchases and delivery of goods.

       3.3. Liaison meetings with the various agencies, authorities, Government departments and the visitors

               coming in the offices related with the domains of child welfare and protection.

       3.4. Ensure timely survey and their recordkeeping as per their need.

R.4. Networking and Communication:

      4.1 Build relationships with Local authorities, local associations, Local and regional Education, Health, Child

             protection Departments and various stakeholders related to child welfare activities;

       4.2. Participate in the need assessment missions conducted by IR or other partner organizations conducted

               within the project area related to child welfare activities;

       4.3. Participate in workshops, training sessions or any other forums with line manager approval or nomination;

       4.4. Document the child welfare and orphans sponsorship activities in coordination with the media department

              under the supervision of his/her line manager.

SPECIAL NOTE:

The employee holding this job must expect that his / her performance will be measured in part against the standard set forth in his/her JD. However, the JD is subject to revision to further the consistent with positions level of responsibilities may be necessary to fulfil IR objective in the country.

WORKING CONDTIONS:

Medenine is the employee duty station.

The employee may be required to perform assignments after his/her working hours and on holidays beside field trips to field offices. The Child Welfare Assistant is expected to spend a minimum of 80% of his/her time on the field.

Critères d'éligibilité

  • diploma in social sciences, Education, entrepreneurship or a relevant field sector.
  • University degree in the field of social sciences and/or any relevant field.
  • 3 years minimum experience in the area of development; working with children is an advantage.
  • Ability to work with a team and for long hours and during holiday.
  • Proven experience in overseeing programs; understanding of quantitative and qualitative data in support of program development.
  • Fluency in Arabic and working knowledge English, both spoken and written, is required (French is plus).
  • Experience of child welfare and protection activities.
  • Good organizational, interpersonal and communications skills with ability to build and lead teams.
  • Committed to gender equality.
  • Ability to understand the community needs.
  • Well-grounded understanding of the social assistance system in Tunisia and the experience of child welfare and project management.
  • Good written and spoken communication skills: Able to produce good reports, official letters and managing data collection.
