Position Summary

Internews is seeking a Finance and Administrative Manager for our program in Tunisia. The goal of the program is to increase accountability and transparency in Tunisia’s justice sector by strengthening the ability of media and civil society to collaborate on promoting information about legal reforms and institutions, as well as judicial processes, to the public. This position is responsible for broad-based administrative and financial oversight of the project in the country office including the management of Human Resources, tracking and reporting project expenses, and supervising the Admin Assistant. S/he will work closely with the Project Director, Business Manager and Headquarters to ensure the project is compliant at all levels of funders’ rules and regulations.

Essential Duties & Responsibilities

  • Close budget monitoring with the responsibility to alert the Project Director and Business Manager of spending trends that indicate a lack of adherence to budgets.
  • Gather cyclical spending needs of the projects, and ensures the timely submission of wire transfer requests (WTRs), for approval.
  • Oversees banking transactions, including deposits and bank statement collection, wire processing, and the adherence to proper approval procedures, as well as the maintenance of banking files including a list of signatories and agents of the Tunis office.
  • Arrange for the delivery of funds as required to the various locations.
  • Responsible for cash and bank reconciliations as well as tracking business advances to project staff.
  • Ensure compliance with local regulations in respect of financial and other matters (eg Registration, taxation and labor laws).
  • Establish and enforce Internews Personnel Manual, Code of conduct, and other official Internews guidelines.
  • Support the CD with overall HR management.
  • Review sub-grantee financial reports and documentation (vouchers and transactions) and advise on best accounting practice and compliance.
  • Maintain a tracking record for funds disbursed to sub-grantees and review accruals for sub-grantees.
  • Provide Finance and Procurement training to sub-grantees as needed.
  • Understanding of and demonstrated commitment to upholding Internews’ Core Values.

Critères d'éligibilité

  • Bachelor degree in Finance or Accounting; Masters preferred
  • A minimum of 5 years International project, finance management, financial analysis, and contract management experience
  • Practical knowledge of funders’ rules and regulations as they relate to financial management
  • Experience with US State Department-funded projects a plus.
  • Experience managing and/or training of other staff.
  • Proven analytical and problem-solving ability.
  • Must be highly computer literate.
  • English fluency required.
