Title:Project Accountant

Description:

The Institute for War & Peace Reporting (IWPR) is seeking a Tunis-based Project Accountant for a short-term (4 month) consultancy. The position will support the implementation of multiple projects. This position is contingent on project funding.

Essential duties and responsibilities :

  1. Supports the Financial Director in the management of all current programs.
    1. Assists in the preparation and analysis of budgets, assists in preparation of financial reports.
    2. Supports the finance department in ensuring that Program funds are utilized appropriately by the close of the fiscal year.
    3. Assists in the execution of annual financial audits of program and helps ensure that sub grantees comply with all audit and financial review requirements.
    4. Assists in maintaining updated information regarding all reporting requirements and financial restrictions.
    5. Assists in ensuring all regular and ad hoc reports are completed on time and accurately.
    6. Oversees all areas of finance and accounting that are being undertaken by direct reports.
  1. Collects, records and archives all financial transaction documents (receipts, invoices) related to all IWPR grants.
  2. Assists in the completion of all end of month financial reporting for related grants, including FOMER documents.
  3. Liaises with IWPR operations and program managers to coordinate and collect the necessary documents (receipts, invoices) to complete the monthly financial reporting in a timely fashion.
  4. Liaises with the Country Director and Finance Manager on issues of budget and BVA analysis, monthly project spend-down plans and potential budget re-alignments, in order to flag potential under/over spends ahead of program close down.

Critères d'éligibilité

  • Knowledge of financial best practices and administration of INGO projects
  • Knowledge of US Government procurement practices and regulations
  • Strong analytical skills
  • Excellent oral and written communication skills
  • Proven ability to manage logistics, forwarding and clearing
  • Excellent Excel and Word skills
  • Ability to perform job specific mathematics.
  • Excellent written and spoken English and Arabic skills, with French preferred
  • Excellent interpersonal and problem-solving skills
  • Proactive and highly organized working style.
  • Ability to work effectively in a team or independently.
  • Accuracy, attention to detail.
  • Bachelor’s degree in finance or accounting from an accredited institution.
  • ACCA, ICSA, CIMA CPA or other recognized professional qualification preferred.
  • Minimum three years of experience in a similar role with a USG-funded organization
  • Equivalent combination of education and experience
