POSITION DESCRIPTION

Position Title: Independent Power Producer (IPP) Renewable Energy (RE) Specialist

Position Classification: Long-Term, Full-Time

Location: Tunis, Tunisia

Background: The USAID Power Tunisia Program  (Power Tunisia) seeks to advance Tunisia’s energy security and resilience by providing technical assistance and facilitating investment funding for the deployment of clean energy technologies resulting in the Program’s three core objectives:

  • Increased clean energy generation capacity
  • Reduced energy demand and consumption
  • Lower CO2 emissions

Position Overview: Support the Renewable Energy Lead / Sr. Transaction Advisor in the successful planning and implementation for all large-scale renewable energy development activities supported under the program. The IPP RE Specialist will work closely with counterpart private sector developers, financial institutions, donor organizations, private investors and other organizations in the energy sector ecosystem to build capacity and provide independent advice on issues affecting pending and potential transactions within the Concession and Authorization regimes. The IPP RE Specialist will act as both and identifier and a driver of priority IPP projects under Power Tunisia, providing advisory services to various stakeholders in any specific IPP project. Roles include: (1) developing pipelines of potential projects for investment, (2) providing transaction advisory services to project developers on generation projects to help them to reach financial close, (3) convening working groups to prioritize and guide implementation of project assistance in country, (4) working with host country governments to identify and mitigate impediments to project approval, financial closure and/or implementation; and (5) monitoring and reporting on project development, assistance implementation, and reforms.

Detailed Responsibilities: The Employee shall perform the following general functions:

  • Lead origination and market intel sourcing to identify suitable IPP projects for Power Tunisia’s pipeline 
  • Liaise closely with professional associations, banks, donor organizations, IFIs and other stakeholders to establish and maintain relationships; identify market barriers and needs; and build solutions for financing schemes
  • Continually monitor IPP investment and reform activities throughout the country, liaising closely with Regional Managers
  • Assess IPP projects (stakeholders involved, available funding sources, enabling environments in which the IPP projects need to be approved, overall chances for IPP projects to reach financial close, barriers the project is facing and potential for Power Tunisia assistance) and provide tailored consulting and transaction advisory support that accelerates priority IPP projects to financial close
  • Work closely with private sector developers, financial institutions and private investors, donor organizations, and other stakeholders in the energy sector ecosystem to build capacity and provide independent advice on issues affecting pending and potential transactions.
  • Facilitate awareness raising and training events for lends to de-risk energy investments. 
  • Lead in engaging Tunisian stakeholders in increasing awareness and understanding of Power Tunisia’s RE program, including convening working groups to highlight and address key barriers to energy investments
  • Support or facilitate project design documentation review
  • Work with other project technical staff to develop and maintain investment project pipeline, highlighting barriers to project development and opportunities for advancement
  • Partner with internal and external resources to gather performance data necessary to track Power Tunisia’s progress related to financing mobilized and clean generation supported, among other indicators
  • Other duties as assigned

 

Supervisor and Reporting Responsibilities: For all routine responsibilities and duties, either directly or indirectly related to the Position description, the Employee shall report directly to, and be supervised by the position of Renewable Energy Lead / Sr. Transaction Advisor. The Employee’s Supervisor may change from time to time on an ad hoc or temporary basis depending on the needs of the Project.

Qualifications: 

  • Bachelor’s degree from an accredited college in business operations, management science, accounting, finance, economics, engineering, or other relevant degree (Master’s or PhD preferred)
  • A minimum of 7 years of experience working in commercial investment banks, private equity and/or financial or legal services companies; project developers or international financing institutions in international finance in RE development, and project development and implementation
  • Experience in originating, analyzing, closing, structuring and post-deal maintenance of financial transactions
  • Knowledge of Government of Tunisia laws, rules and procedures with respect to the development of projects by IPPs
  • Experience working on transactions in collaboration or syndication with international financial institutions to close energy transactions
  • Significant management experience, with skills to analyze and resolve a wide range of problems arising in transaction structuring and IPP project development
  • Well-versed in the North African power sector; ideal candidates will have deep experience in throughout the MENA region
  • Knowledge of IPP and government led PPP projects
  • Knowledge of project and balance sheet finance as well as risk mitigation tools and experience support of closing IPP transactions
  • Demonstrated proficiency in developing new financial and investment mechanisms for clean energy projects based on best international practice
  • Comfort with developing business presentations, financial models, structuring deals (term sheets) and hands on end-to-end experience of leading the overall investment / partnership process is essential
  • Proven written and oral communication skills; strong research, teamwork and interpersonal skills
  • Demonstrated ability to collaborate with others, driving results across multiple work streams
  • Prior experience on a donor-funded energy sector project delivery. USAID-funded project preferred
  • High proficiency in Microsoft Office suite (e.g., Excel, Project, PowerPoint, Word)
  • Strong individual initiative, including the ability to take ownership of work and work product, motivate others to produce strong work product and solve problems
  • Experience in Tunisia required; experience in other MENA countries preferred
  • Prior experience on USAID or donor-funded projects preferred
  • Fluent in French and Arabic required 
  • Fluent in English (both oral and written) preferred
