Introduction and Background

USIP works alongside local, national, and international partners to support Libyans promoting stability and reconciliation, demonstrating America’s commitment to peace. Since 2011, the Institute has engaged at the community and national levels to support reconciliation, strengthen the rule of law, and bridge social cleavages through dialogue.

Purpose of the RFP

USIP is seeking an independent contractor to serve as a Knowledge Management Assistant within the Libya Program. He/she will provide knowledge management support to the Strengthening Police Capacities to Engage Communities (SPCEC) project. The SPCEC project aims to build a strong foundation in communities and strengthen police institutional capacity to partner and problem solve with them. The project seeks to do this through preventing election violence as an entry point for engagement between security actors and communities. The Knowledge Management Assistant will have a bachelor’s degree and at least one year of demonstrated experience in project support and administration.

Background and Scope of Work

Through the SPCEC project, USIP is working in close coordination with the Libyan Ministry of Interior (MOI) to implement initiatives that will build a strong foundation in communities and strengthen police institutional capacity to partner and problem solve with them. Project activities include preventing election violence workshops, community-oriented police trainings, and police-community dialogues and post-dialogue initiatives. The Knowledge Management Assistant will support this project. In coordination with the USIP Libya program team, the Knowledge Management Assistant will be responsible for organizing and maintaining project files, contributing to project documentation and reporting, and assisting with project communication. The Knowledge Management Assistant will work closely with the Acting SPCEC Project Officer and report to the Senior Program Manager.

Project Documentation Support

  • Assists with project activity and event logistics and planning, including drafting logistics materials, supporting arrangements for venues, catering, translation, and transportation.
  • Supports the SPCEC project team in organizing and maintaining electronic and hard copy filing systems for project documents and correspondence, and ensure that files are complete, accurate, and up to date.
  • Supports the SPCEC project team with monitoring, evaluation, and learning tasks, including data entry, and contributing to internal and external reports..
  • Updates and maintains project calendars.

Communication Support

  • Communicates effectively and in a professional and respectful manner with project partners, stakeholders, and other team members.
  • Schedules and attends project-related meetings and events, providing detailed notes on key takeaways and action items to share internally.
  • Liaises with project activity stakeholders and USIP staff in support of meetings, workshops, and other events.
  • Provides basic interpretation and translation services for meetings, workshops, and other events in English and Arabic.

Monthly

 To successfully meet this scope of work, the Knowledge Management Assistant will need to meet the following criteria:

  • Bachelor’s degree in business administration, project management, or a related field.
  • At least 1 year of relevant experience in project support and administration.
  • Excellent organizational and time-management skills.
  • Strong communication and interpersonal skills.
  • Proficiency in Microsoft Office, including Word, Excel, and PowerPoint.
  • Fluency in English and Arabic (written and spoken).
  • Ability to work independently and as part of a team in a fast-paced, dynamic environment.

Level of Effort

This is a part-time (20 hours per week) Scope of Work. The initial contract will be through August 15, 2023, with the possibility of extension based on performance, program needs, and funding availability.
