Introduction and Background

Purpose of the RFP
USIP is seeking an independent contractor to serve as a Knowledge Management Assistant within the Libya Program. He/she will provide knowledge management support to the Strengthening Police Capacities to Engage Communities (SPCEC) project. The SPCEC project aims to build a strong foundation in communities and strengthen police institutional capacity to partner and problem solve with them. The project seeks to do this through preventing election violence as an entry point for engagement between security actors and communities. The Knowledge Management Assistant will have a bachelor’s degree and at least one year of demonstrated experience in project support and administration.
Background and Scope of Work
Through the SPCEC project, USIP is working in close coordination with the Libyan Ministry of Interior (MOI) to implement initiatives that will build a strong foundation in communities and strengthen police institutional capacity to partner and problem solve with them. Project activities include preventing election violence workshops, community-oriented police trainings, and police-community dialogues and post-dialogue initiatives. The Knowledge Management Assistant will support this project. In coordination with the USIP Libya program team, the Knowledge Management Assistant will be responsible for organizing and maintaining project files, contributing to project documentation and reporting, and assisting with project communication. The Knowledge Management Assistant will work closely with the Acting SPCEC Project Officer and report to the Senior Program Manager.

· Assists with project activity and event logistics and planning, including drafting logistics materials, supporting arrangements for venues, catering, translation, and transportation. · Supports the SPCEC project team in organizing and maintaining electronic and hard copy filing systems for project documents and correspondence, and ensure that files are complete, accurate, and up to date. · Supports the SPCEC project team with monitoring, evaluation, and learning tasks, including data entry, and contributing to internal and external reports.. · Updates and maintains project calendars. |

· Schedules and attends project-related meetings and events, providing detailed notes on key takeaways and action items to share internally. · Liaises with project activity stakeholders and USIP staff in support of meetings, workshops, and other events. · Provides basic interpretation and translation services for meetings, workshops, and other events in English and Arabic. |

Level of Effort
This is a part-time (20 hours per week) Scope of Work. The initial contract will be through August 15, 2023, with the possibility of extension based on performance, program needs, and funding availability.
