Since 2016, SPARK and its partners, have been supporting young people in Tunisia and Somalia/land to create and build businesses and find decent jobs. 

 

Currently, SPARK is implementing together with its local partners the LEAD 2 programme in Tunisia and Somalia/land, with the overall objective to improve and enhance economic prospects and opportunities for youth in Tunisia and Somalia/land, through supporting SMEs to grow alongside improvements in entrepreneurship and employability measures.

 

As a part of measuring the impact of its LEAD 2 programme, SPARK is collaborating with the ISDC research institution, in order to identify the programme’s contribution to systemic change in business development and job creation/matching within the communities supported by the programme. To this aim, SPARK is interested in recruiting local enumerators who will conduct the required (qualitative) field data collection.

 

Main Tasks and Responsibilities

 

The responsibilities and tasks of this assignment include, but are not limited to:

 

  • Participation in online and on-site training provided by SPARK staff, related to the specifications and requirements of the data collection;
  • Translation of data collection tools (e.g., interview questionnaires and data consensus forms) from English into Arabic 
  • Qualitative data collection in 2 field sites of the programme in Tunisia, through 6 interviews with programme’s stakeholders per site (i.e., 12 interviews in total);
  • Coordination with and provision of regular updates to SPARK staff regarding progress on the data collection;
  • Data quality assurance for the collected data, including preparation of reflection notes from each interview (e.g., assessment for each interview in terms of if the enumerator considers the respondent credible or not and why, how responses compare to one another, and what else they might find noteworthy, etc.,)
  • Translation of collected data and reflection notes from Arabic to English;
  • Submission of finalised/translated data sets to SPARK staff by the 30th of September 2023

Requirements and Skills

 

The enumerators should be experienced and independent consultants, freelance or from a consultancy organisation, academic organisation, etc., with at least the following expertise:

  • Demonstrated experience in qualitative field data collection
  • Native-level knowledge of Arabic
  • Advance knowledge of English (verbal and written)
  • Excellent communication skills
  • Sound understanding of data quality assurance requirements
  • Strong understanding of the local social, economic and political context of Tunisia

  • CV of the consultant, highlighting previous involvement in qualitative data collection processes;
  • Quotation that includes VAT and a breakdown of daily fees.
