Overview:
IBTCI is currently seeking a qualified Collaboration, Learning and Adaptation (CLA) and Development Outreach & Communications (DOC) Specialist for work under a monitoring and evaluation support services project funded by the United States Agency for International Development in Tunisia and Libya. USAID’s Monitoring and Evaluation in Tunisia and Libya (METAL) is a multi-year project focusing on the provision of monitoring, evaluation, and learning services across multiple development sectors in Tunisia and Libya.
Essential Duties/Tasks and Responsibilities:
- Participate in the design and implementation of all of METAL’s CLA and capacity-building activities for USAID’s Tunisia and Libya programs, including support to other team members on tasks as needed.
- Implement CLA for USAID/Tunisia and USAID/Libya including updating USAID’s CLA plans and facilitation of activities at the Mission.
- Keep abreast of monitoring and evaluation and strategic secondary reports related to Tunisia and Libya produced by other donors as well as materials generated by IP activities, assessments, and monitoring and evaluation.
- Contribute to research on best practices, lessons learned, or innovative partnership models as may be requested by USAID program offices and technical teams.
- Review implementing partner activities including monitoring, evaluation, and learning (MEL) plans.
- Compile recommendations and findings generated from METAL monitoring and evaluations reports, and track the implementation progress of the corrective actions approved by USAID and adopted by the implementing partners.
- Develop strategic communication plans for USAID Tunisia and USAID Libya that include broad and diverse communication and outreach tools and approaches, including various media formats and audiences (e.g. press releases, website content, stories, tweets, blogs, presentations).
- Organize and manage training and mentoring activities for USAID and implementing partner staff.
- Must be in country to perform the essential functions of this position.
