TEAM PURPOSE: Under the leadership of the North Africa Human Resources Manager (HRM), the People & Culture team (P&CT) aims for a culture that puts Oxfam values at the center of our organization and that embraces diversity and inclusion at all levels and all relationships in North Africa. The team is charged with supporting the NA leadership and staff members -across countries- to embed integrity, well-being and safeguarding, to mentor and monitor their effective implementation. In line with Oxfam policies, compliance and guidance, and those of national laws and regulations, and where relevant, the donors’ requirements, the HR team provides professional, business-focused organizational development and human resource management services, delivering a proactive and solution-based approaches for resolving issues and ensuring that staff are effectively capacitated, resourced, well managed and supported to deliver on the NA organizational strategy. The P&CT responsibilities include the further development of the HR internal system and guidelines documents, plans and ways of working, and reports. In addition to mentoring and monitoring the quality application and implementation of our HR -internal and external- obligations by all staff and teams. The HR team is expected to set an example for supporting, advancing and maintaining efficient, healthy and safe working environment, as well as effective and compliant overall operation, filing and archives. The P&CT works closely with all staff, across teams and countries, in close collaboration with the Finance & Operation team, and coordination with all others, to ensure sufficient alignment of effort and aspired outcomes. In addition, the P&C team works closely and coordinates regularly with the relevant colleagues and teams within Oxfam International and the Executive Affiliates, to ensure alignments with Oxfam policies, and seek consistency in all P&C areas of work. And they maintain good connections and relations with relevant national external parties, in each country, seeking to stay abreast of context, laws and regulations, to ensure sufficient and safe compliance and risk-free operation. Finally, the P&C team also contributes to advancing the NA strategies, resources and working approaches. JOB PURPOSE: Under the leadership and direct management of the NA HR Manager, the NA Human Resources Officer (HRO) is responsible for supporting the execution of all the NA HR obligations, responding to staff needs, and directly contributing to the advancement of the NA team’s capacities, performance, and wellbeing, and to the improvement of healthy and safe working environment across. The Human Resources Officer upholds HR operational excellence, accountability, and integrity, ensuring that Oxfam’s data, possessions and documentation are handled responsibly, and efficiently. The HR Officer is also responsible for contributing to advancing the HR operational systems and tools and supporting their efficient and effective implementation by the team. Key Responsibilities and Accountabilities The Human Resources Officer is a member of the P&C team, and the larger North Africa team. The HRO is expected to actively participate in the P&C relevant team meetings, as well as in the NA ALL Staff meetings, and other NA planning workshops, as needed. |
