Job purpose

 

To deliver sustainable changes in the rights of people on the move, Oxfam is looking for an experienced Human mobility coordinator to contribute to the development and delivery of Oxfam’s program development, campaigning and advocacy work on human mobility,  migration and forced displacement within the framework of the North African sub-region’s work. 

The Human mobility coordinator will also work with all relevant program teams, contributing to research, policy development, media, and alliance-building, taking into consideration the risks and relevance to the evolving context.

Key Responsibilities and Accountabilities

Contribute to the development and implementation of the human mobility component of Oxfam’s NAF influencing strategy, encompassing advocacy, campaigns, policy, media and communications (60%)

  • Monitor, analyze and share key global, regional and local trends on human mobility, migration,  and forced displacement;
  • Coordinate and contribute to the production of written materials to support our advocacy agenda on human mobility, including policy briefs, research, social media, blogs, talking points;
  • Support and advise Oxfam sub-regional & country teams in advocacy and campaign work on human mobility, linking with Oxfam’s program work
  • Ensure policy coherence on human mobility across the NAF country programs, with Oxfam’s global policy on human mobility, and with international law and global standards and frameworks;
  • Collect data and identify key stakeholders working on human mobility in all the NAF countries and engage with these;
  • Provide advice and language on communication with media outlets on issues of human mobility and act as spokesperson if needed;
  • Work with the Gender colleagues to ensure women’s rights and gender justice is taken into account in NAF policy, advocacy and campaign work related to Human mobility;
  • Coordinate with colleagues and teams across the confederation working on Inequality, Human mobility, the Climate Crisis, and Civic Space, to develop policy and advocacy  work on the interlinkages of these topics with human mobility;  
  • Liaise with Oxfam affiliates in relevant capitals as well as Oxfam offices in Brussels, Geneva, Addis Abeba and New York engaging key targets on issues relevant to migration 
  • Engage in and collaborate closely with NGO networks and advocacy alliances, in particular with refugee and migrant led organizations. 

Coordinate and contribute to fundraising efforts on human mobility (30%)

  • In close coordination with the NAF Head of Programs and Partnership and the Fundraising Lead, coordinate and contribute to drafting project proposals aiming to advance and advocate for key changes in the treatment of refugees, displaced persons and migrants, to shape a more just and welcoming environment for all people;
  • While analyzing policy and practice issues and on-the-ground realities, contribute to the design of innovative activities that will secure positive change for people on the move in the region in both the short and long-term;
  • Actively contribute to engagement with donors and key funding stakeholders for resource mobilization and program development on Human mobility.  

 

Contribute to the strengthening of the Oxfam’s learning agenda on human mobility (10%) 

 

  • Identify, collect and document stories, lessons learned and best practices related to Oxfam’s work on human mobility; 
  • Ensure and facilitate linkages, exchanges and shared learnings amongst and between the team members based in different countries and managing a diverse range of influencing initiatives, with the partners, and within the organization.

Technical Skills, Experience & Knowledge

 

  • A Master’s degree level or equivalent experience in development, social science, or other relevant fields. 
  • At least 10 years of experience in development organization/s as a progressively responsible professional in similar organizations and relevant types of jobs. And a minimum of 3 years of experience in a job with similar focus and responsibilities. 
  • Solid knowledge and understanding of the North of Africa sub-region. especially issues related to migration, and EU and Mediterranean policies. Experience in working in countries in transition as well as knowledge of the thematic areas of work of Oxfam. 
  • In-depth understanding of the economic, political and social causes and dynamics of poverty, vulnerability, inequality, humanitarian suffering and a familiarity with policy issues related to these topics in the North Africa region. 
  • Strong risk analysis and judgement skills (internal and external)
  • Ability to address gender issues and women’s rights in the design/delivery of influencing work.
  • Clear understanding of what represents sustainable and effective development and humanitarian action.
  • Very strong analytical and conceptual thinking skills; able to understand highly complex issues and translate them into simple, workable actions and plans. 
  • Excellent written skills to support fundraising proposals.
  • Excellent inter-personal and collaboration skills, particularly in cross-cultural contexts.
  • Ability to adjust to constantly changing situations while maintaining focus on delivery and follow through, often working under pressure and to tight deadlines 
  • Fluency in written and spoken English, and French.  Arabic would be an asset.
