CONTEXT:

In April 2011 HI deployed its first teams on the ground to Benghazi to deliver emergency Risk Education (RE) to civilians caught in the conflict that erupted two months earlier between those loyal to the long-time rule of Colonel Gaddafi and those who opposed it. Within five months of delivering emergency RE to populations in the east to the most at risk communities, predominantly to internally displaced persons living in camps, once the security situation stabilised HI expanded to Misrata and Sirte to deliver Risk Education to affected populations. Soon after, four Explosive Ordnance Disposal (EOD) teams were established to survey and clear explosive items conducting Battle Area Clearance (BAC) and responding to direct reports from the community for Spot Tasks in both Sirte and Misrata.

Throughout the succeeding three years the programme transformed from emergency interventions into a post conflict reconstruction phase, operating an integrated Mine Action programme undertaking EOD through BAC and Spot Tasks, and clearance of explosive remnants of war (ERW) from within a large Ammunition Storage Area (ASA) in Misrata that had been damaged by NATO bombs in 2011, Risk Awareness (RA) on Explosive Remnants of War (ERW) and Small Arms and Light Weapons (SALW) and Community Liaison within conflict affected communities of Tripoli, Misrata and Sirte. Between 2011-2014, over 122,000 items of ERW were removed from over 30 million m2 of high impacted and contaminated land. Safe land is returned to those who desperately need it, to farm, for recreation and for restoration of damaged infrastructure, including homes, health centres and schools. Over 110,000 at-risk civilians have had access to life-saving Risk Awareness including Internally Displaced Persons, teachers, school children, Boy Scouts and civil society organisations.

In January 2016, HI has developed a project proposal targeting IDPs living in Tripoli in order to provide assistance to vulnerable children with physical, functional limitations, psychosocial or mental disabilities and their families.

Owing to a progressive decrease in the security situation in Libya, the future project ‘Emergency intervention for the most vulnerable crisis affected children in Libya’ is managed from the Tunisian coordination office and implemented through local project staff and partners in Libya.

Other projects are under development with several proposals prepared and one planned for April to start in June 2016. An assessment in partnership with Save the Children implemented in February will further inform future programme development.

 

DESCRIPTION OF THE TASKS :

Key objectives of the post

  • Remote team management and capacity building: a primary function of the Project Manager will be to plan and deliver structured training and capacity development to aim towards the nationalisation of the post at the end of their mission, should the project continue;
  • Partnership management with a range of international and national partners from non-government and inter-governmental organisations;
  • Designing, planning and executing a series of trainings and monitoring for project staff and partner organisations.

Activities

1/Manage the project

  • Participate in the identification and design of the strategy in collaboration with the project team, the HoM and the TA in HQ. Assist with the preparation of new project concepts and proposals as required.
  • Determine the methodology to be used in the project inc.:
  • Plan the different stages and tasks involved in realising the project and draw up and update a project action plan in collaboration with the DPM.

2/ Assure the project’s technical framework

  • Direct the technical framework established according to sectorial strategy validated by the TA and the sector or programme’s general strategy.
  • Direct the project’s quality approach in terms of realisation and impact. Identify any technical or documentary resources or additional skills for guaranteeing the quality of the project.
  • Collect and formalise the tools and methods developed within the project framework.

3/ Reporting: Activity reports, Donors reports

  • Contribute to any donor monthly, mid-term and annual reports as requested.
  • Write any additional documents or reports as per line manager’s request.
  • Manage and compile the PM Box/monthly SITREP for the project.

4/ Manage financial, logistical and material resources

  • Prepare monthly forecast of expenses and update the procurement plan on a regular basis.
  • Validate expenses according to the existing HI policy guidelines and ensure expenses do not exceed the provided budget.

5/ Manage the project team

  • Plan and deliver a formal capacity building plan for 1 member of the team pre-selected to fulfil the role of Project Manager in the event of project continuation, including training and mentoring of the staff and continually evaluating and improving their capacities in all related functions.
  • Define and respond to the needs in training; develop the content of training as necessary; monitor the implementation of training.
  • Draw up the job profiles and validate recruitment in collaboration with DPM.
  • Support DPM in drawing up individual action plans for each project team member.

6/ Communication and representation

  • Represent and defend project policy at national and international level.
  • Attend any other meeting that might be called by the Head of Mission.
  • Contribute to HI Libya annual strategy formulation when required.

7/ Contribute towards the capitalisation of experience

  • Identify issues which should be capitalised on.

 

WORKING ENVIRONMENT

Since August 2014 the international community almost in its entirety, including NGOs, UN agencies and embassies relocated to Tunisia due to the political and security situation in Libya. The main coordination for Libya programmes is still operating from Tunisia. Due to the remote management of the projects, as well as programme development, the Project Manager will be heavily involved in delivering structured training and capacity development to the Deputy Project Manager with special emphasis on monitoring and evaluation of activities.

Main external interactions for the Project Manager include UNICEF and other NGOs, as well as the donor community and local partners.

Critères d'éligibilité

  • University degree in relevant subject, preferably physical rehabilitation
  • Experience in database management / Monitoring and Evaluation
  • At least 4-year experience in project management
  • Experience in developing local capacities, mentoring, delivering training
  • English & French- fluent spoken and written level
  • Skills in using Excel / statistical software
  • Capacity to work under the pressure of a tight planning for high objectives
