Job Description:

BACKGROUND: Founded in 1933, the International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. At work today in over 40 countries and 22 U.S. cities, we restore safety, dignity and hope to millions who are uprooted and struggling to endure. Leading the way from harm to home, the IRC is committed to bold leadership, innovation, and collaborative partnerships. The IRC launched an emergency health response in Libya in September 2016 as the humanitarian situation in Libya was deteriorating following the 2014 civil war. Since then, the IRC has broadened its portfolio with health, protection, and governance programs aiming to employ a holistic approach to meeting the needs of crisis affected and vulnerable communities to survive, recover, and gain control of their futures.At present, the IRC is conducting health, protection and governance activities in Tripoli, Misrata, Tawergha Gharhyan, Zwara, Zawya, Khoms and Bani Walid, and in the process of expanding its programs in the Southern and Eastern Libya through health programming as well as other programmatic pillars, including economic recovery and development. The IRC Libya’s multisectoral portfolio is funded through EU, USG, and UN donors, including UNHR and UNICEF, hence requiring a strong grants management capacities in place to ensure that donor requirements of this diverse portfolio is met and adequate monitoring and review capacities are in place.

JOB OVERVIEW/SUMMARY: The Grants Manager will be based in Tunis, Tunisia / Tripoli, Libya with frequent travel to Libya (if based in Tunis). Under the supervision of the Senior Grants Manager, the Grants Manager will contribute to grants management, donor reporting, grants information management and capacity-building efforts. The Grants Manager also supports programmatic and budgetary monitoring, compliance with donors and internal IRC rules and regulations

MAJOR RESPONSIBILITIES: The main responsibility of the position include:

Grants management and donor reporting (60%):

Monitor and facilitate compliance of programs with donor and IRC requirements and raise issues affecting external/internal compliance.
Lead Program Cycle Meetings, including monthly Project Implementation Meetings and Budget vs Actual (BVA), take minutes and action points, and follow up with senior management on progress.
Lead programmatic revisions such as cost modifications, program realignments, and no-cost extensions. This includes coordinating technical and budget inputs and managing the review and approval process.
Lead day-to-day aspects of donor reporting processes to ensure the timely submission of accurate programmatic reports, which are reflective of IRC’s strategy in Libya.
Coordinate with the finance department to ensure timely submission of financial reports. This includes tracking and disseminating reporting schedules and templates, reviewing reports for accuracy and compliance, as well as coordinating reviews and submitting reports to donor.
Enhance the country office profile by maintaining project fact sheets, providing relevant information to the Grants and Partnerships Coordinator for dissemination to donors, regional office, HQ and others, as necessary and requested.
Ensure quality information management through regular maintenance of grant files, reporting calendars, timely submission and updating of internal IRC documentation and other Grant Unit tools, including coordination and preparation of documents and files for internal and external audits.

Support in Grants writing process, PEERS, and any other tasks (40%)

Work with the G&P coordinator in proposals/concept note development and annexes as necessary for submission to donors in coordination with program leads and the finance and operations teams.
Preparing donor profiles and organizing meetings with potential donors
Maintaining database of existing and potential donors
Support Partnerships Manager in partnership/sub-grant development and management processes in accordance with IRC’s Partnership Excellence for Equality and Results System (PEERS)


 

Profil

 

JOB REQUIREMENTS:
Bachelor’s degree in international development/affairs, public administration, or related subject; Master’s degree preferred
At least three years’ experience working with international non-governmental organizations in the area of program development, grants management, and/or project management
Prior grants management experience and familiarity with AICS, USG, European and UN donor regulations, procedures and requirements
Demonstrable understanding of project planning and management cycles, and strong program design skills
Demonstrable high-level performance management and team-working skills; well-developed negotiation skills and ability to communicate effectively in internal and external settings
Demonstrable ability to work, communicate and build effective relations remotely

Excellent English written and verbal communication skills
Familiarity with budgeting using MS Excel
Ability to prioritize high volumes of work to meet tight deadlines

Ability to work well under unstable security, administrative, and programmatic pressures
Highly organized, close attention to detail, and ability to effectively prioritize tasks in a fluid environment
Familiarity with international IRC systems and processes preferred
Experience in the region preferred
