BACKGROUND

The purpose of the USAID-funded Jobs, Opportunities & Business Success project (JOBS) is to create jobs in Tunisia on a sustainable basis by (1) providing targeted assistance to Tunisian businesses, especially SMEs, to expand their sales and/or exports enabling them to expand and hire additional workers; (2) enhance work force development by reducing the education/training gap between what the university and vocational training systems provide and the actual needs of Tunisian businesses; (3) promote a more effective business enabling environment by working with the public and private sectors to promote policy and regulatory reforms; and, (4) communicate to Tunisians, especially youth, a sense of the importance of market-led economic growth and entrepreneurship, as well as vocational education as an apt career choice.

JOBS also aspires to have project stakeholders and Tunisians at large understand and be aware of USAID’s contribution to these objectives through the JOBS project.

POSITION DESCRIPTION

The Grants Manager will manage in collaboration with the Grants and Subcontracts Director, the overall administration of the TUNISIA JOBS grants program developed in support of technical assistance activities. She/He will supervise the grants Assistant to ensure that USAID regulations and Chemonics policies and procedures are followed throughout the design, solicitation, award, implementation, and close-out process for all grants and subcontracts activities. S/he will ensure compliance with USAID rules and regulations ADS 303 governing grants.

DETAILED RESPONSIBILITIES

  • The Grants manager will supervise the development and revision of the grants-making annual work plan and applies the policies and procedures in the project’s grants manuals. The Grants Manager will ensure that activities and deliverables related to grants are achieved on schedule, in accordance with approved specifications and within the allocated budget;
  • Analyzes, assesses, and assists with budgetary and financial aspects of grant proposals, recipient financial management capacities and needs, and disbursement of grants;
  • Oversees activities related to grant solicitation and selection, grant awards, grant implementation, grant monitoring and evaluation, and grant close-outs;
  • Ensures that all contract-specified grants-related regulatory requirements (e.g., ADS, CFR, and OMB)
    are met in a satisfactory and professional manner;
  • In consultation with the Grants and Subcontracts Director, creates and oversees overall policies, practices, and procedures relating to all aspects of the grants lifecycle;
  • Establishes financial and administrative procedures for tracking and managing grant expenditures, including appropriate reporting and authorities;
  • Develops any applicable training, technical assistance, and commodity needs of potential grantees, and in particular, establishes controls for expenditures and reporting on use of funds related to these needs;
  • When necessary and appropriate, perform pre-award assessments to determine applicant management and technical capacity to administer grant awards;
  • Effectively liaises between project staff and grant recipients, and ensures that recipients are provided with suitable technical advice and assistance in the fields of management, including financial management, financial sustainability, and advocacy;
  • Monitors compliance of all agreements governing the award of grants and prepare necessary reports;
  • Ensures the highest levels of honesty, integrity, openness and transparency in administering grant award processes and procedures;
  • Provides training to project staff in grants policies and procedures; and
  • Ensures that grants-related files are maintained in a current and complete manner and are audit-ready at all times

LEVEL OF EFFORT AND PERIOD OF PERFORMANCE

Long-term, full-time.

LOCATION OF THE ASSIGNMENT

The assignment will be in Tunis.

SUPERVISION AND REPORTING

The Grants Manager will report to the Tunisia Jobs Grants and Subcontracts Director and will directly supervise the Grants Assistant
