Title: Grants Manager 

Length of Assignment: 6-months 

Reports to: Senior Grants Specialist  

  1. BACKGROUND 

The USAID-funded Visit Tunisia Activity is a 5-year project designed to enhance Tunisia’s  tourism potential, with the goal of generating revenue and jobs, particularly for women and  youth, and for populations in underserved regions of the country. The overall vision behind  USAID’s investment in Tunisia’s tourism sector is to capitalize on Tunisia’s natural, cultural,  

heritage and historical sites to develop a more diversified and high-quality tourism sector that  contributes to broad-based economic growth. Through this activity, USAID seeks to contribute  to Tunisia’s growth and development to offset the negative economic impact of the coronavirus  crisis. The project will seek to achieve the following four objectives: 

  • Objective 1: Enhance Tunisia’s competitiveness as a tourism destination; 
  • Objective 2: Increase tourism-related investments and revenue; 
  • Objective 3: Improve the enabling environment for sustained growth in the tourism sector;  Objective 4: Private sector engagement to expand the offer and quality of alternative tourism. 

This project will collaborate with the relevant ministries, private sector, and donors to advance  the objectives while contributing to the following high-level results:  

  1. Increase in the number of tourists.  
  2. Increase in the number of jobs in the tourism sector.  
  3. Increase in tourism revenue.  
  4. Increase in private sector-led investment and innovation in the tourism sector.  

POSITION DESCRIPTION 

The Grants Manager will be responsible for ensuring compliant and effective grants management  throughout the entire grants lifecycle. The Grants Manager will support grant applications  through the award process and implementation phase, including conducting pre-award risk  assessments, drafting memorandums of negotiation, executing grant awards, grantee onboarding,  grant implementation and award monitoring, grant file compliance and administrative  management, and grant closeout. The Grants Manager will support implementation of the  assigned portfolio of grants and grant applications with partner beneficiaries. S/he will work with  a wide range of tourism partners, including private sector firms, industry associations,  government ministries and other government agencies, non-governmental organizations, and  other entities. S/he will ensure compliance with USAID rules and regulations, including ADS 

303 governing grants and ensure grant solicitations, grant agreements, and negotiation memos  are drafted in accordance with Chemonics’ policies, procedures, and best practices. The Grants Manager will coordinate closely with technical staff and the regionally-based partner  engagement specialists who will serve as the project’s liaison with tourism partners in the  priority regions.  

  1. DETAILED RESPONSIBILITIES  
  • Support and manage all aspects of the grant award, implementation, and closeout phases in compliance with USAID rules and regulations, Chemonics processes and procedures,  Tunisian law, and the USAID Visit Tunisia Grants Manual.  
  • Conduct pre-award risk assessments and diagnostic analysis of potential grantees.  Participate in examining financial, accounting, and administrative procedures for control  of funds and expenditures.  
  • Check grant applicant references and determine appropriate grant type for each grantee.
  •  Draft and execute grant agreements, memorandums of negotiation, and any other grant  documentation.  
  • Conduct grantee onboarding and kick-off meetings, in coordination with technical,  communications, and MEL teams.  
  • Update the Grants Tracker and ensure timely communications with Senior Leadership,  technical and MEL teams on any and all issues and items concerning grantee  achievements, notable events, performance, completion of milestones, and any other issue  of interest;
  • Coordinate with grantees and technical team during implementation of grants, including  tracking milestones, payments, and compliance, as well as delivering training to improve  grantee administration capacity where relevant.  
  • Working with technical staff on grant timelines and deliverables, ensuring grant proper  files are kept and site visits are conducted and well documented; 
  • Keep complete files of all documentation generated with each grantee, including  applications, agreements and deliverables, communications materials, documentation of  important emails and letters, etc. 
  • Responsible for all documentation related to closeout of assigned grant files  
  • Promote the highest levels of honesty, integrity, openness and transparency in  administering grant award processes and procedures;
  • Together with the Marketing and Communications Team, develop branding and marking  plans with grantees; 
  • Together with the DCOP and relevant environmental compliance expert(s), ensure that all  grant activities meet the required USAID and Tunisian environmental compliance  requirements;
  • Travel to field locations, as needed, to support grant award negotiations, implementation,  and close-out; 
  • Perform any other relevant duties as assigned by the Senior Grants Specialist and/or  DCOP. 
  1. QUALIFICATIONS
  • B.A. or M.A. degree in public administration, international relations, business, finance,  or relevant field required. 
  • Strong analytical skills and attention to detail required 
  • Detailed experience with and knowledge of full USAID grant lifecycle required,  including grant award, implementation, management, and closeout phases as well as  financial management, budgeting, and reporting. 
  • Experience with Chemonics grant management policies and procedures highly  desired.
  • Experience collaborating with technical teams to achieve grant program objectives required.
  • At least 4 years of grants management experience on USAID- (or other donor) funded  programs required. 
  • Experience with ADS 303 and USAID grants regulations is strongly preferred. 
  • Fluent written and spoken English, Arabic, and French is required. 
  1. REPORTING:  

The Grants Manager will report to the Senior Grants Specialist (or designee).  

  1. LEVEL OF EFFORT AND PERIOD OF PERFORMANCE 

This position is a full-time, 6-month position. 

  1. LOCATION OF THE ASSIGNMENT  

This assignment will be based in Tunis, Tunisia with potential travel to regional locations  pending project needs. The office maintains a five-day work week. Overtime is not authorized.
