Background/IRC Summary:

The humanitarian situation in Libya has deteriorated since the 2014 civil war. 1.1 million people require assistance, including healthcare and protection services. The IRC is addressing violence against women and girls by launching a capacity building initiative being rolled-out by the IRC GBVIMS Global Team to strengthen capacity on GBV case management in Libya humanitarian response. 

The overall objective of this initiative is to support country-level service providers to deliver quality care, support and protection to GBV survivors, with a focus on safe, ethical and competent case management. 

The specific purpose of this initiative is to develop a national pool of trainers on GBV Case Management and a cadre of country-level GBV actors with enhanced understanding and commitment to case management based on the recently launched Inter-agency Guidelines for Providing Care and Case Management Services to Survivors of Gender-based Violence in Humanitarian Settings and accompanying tools and training materials.

Job Overview/Summary: the GBV Case Manager Specialist is responsible for driving the successful implementation of the Case Management Capacity Building Initiative (CBI) in country, in coordination with existing coordination mechanisms for GBV response (ie. GBV Sub-Sector, Sub-Cluster or Working Group) 

 

The Capacity Building initiative is divided into three phases:

  1. Pre-training work: This phase consists of assessing the capacity of existing actors in terms of case management practices; conducting a desk review on available resources related to case management in country and selecting the participants for the Training of Trainers (ToT).
  2. In-person training: During an 8-day in-country training, the GBVIMS Global Team conducts a Training of Trainers (ToT) based on the Inter-Agency GBV Case Management Guidelines and identifies the Pool of Trainers based on the successful completion of the ToT. 
  3. Follow-up phase: In-country actors develop an Inter-Agency Action Plan to ensure that internal case management protocols and practices are in line with the Guidelines and to plan for the step-down trainings by the Pool of Trainers. The Global Team provides remote coaching and mentoring to deepen the capacity building efforts.

 

Expected Results/ Description of Responsibilities

The GBV Case Manager Specialist will facilitate the implementation of the GBV Case Management CBI in country, supporting organizations that are providing GBV case management to meet the standards in terms of protocols and practices as outlined in the GBV Case Management Guidelines, and align/link service delivery best practices in line with the women and girls safe spaces toolkit and best practices around psycho-social support for women and girls. The GBV Case Management Consultant should work in close collaboration with the GBV coordination group as well as other sectors (ie. Child Protection, Protection) in order to ensure synergy in approaches and standards, including Caring for Child Survivor of Sexual Assault (CCS). The consultant will work closely with the GBVIMS Global Team for the organization of the in-country Training of Trainers (ToT) and follow up activities, as well as monitoring of the Pool of Trainers and implementation of capacity building activities. This role is inter-agency as it will support all GBV Case Management organizations.  The consultant reports directly to the DDP for on the day-to-day tasks and administrative functions and to the Global IMS, as well as get support from IRC’s WPE Technical Advisor on technical aspects of the role. 

Major Responsibilities

Coordination

 

  • Establish a functional GBV case management sub taskforce which focuses on trends, ensuring quality women-, girl-, survivor centered GBV case management, setting safety standards around GBV case management, and establishing data protection protocols, and ensure regular participation of GBV case management organizations. 
  • Review the case management Taskforce Terms of reference 
  • Support the roll out of the Inter-Agency action plan with the GBV Coordination group
  • Hold regular meetings with the Pool of Trainers to follow up on the implementation of the action plan, availability, feedback on stepdown trainings, etc.
  • Support organisations to budget for, train, and hold quality GBV case management supervision sessions with case workers/social workers
  • Review inter-agency protocols and procedures (ie. SoP) to improve practices and standards in terms of GBV case management in consultation with existing GBV coordination groups.
  • If needed, recommend changes to the Pool of trainers (ie. If staff is no longer available) or flag to the GBV coordination group and the GBVIMS Global Team any challenges linked to the Pool of Trainers (ie. Staff turnover, lack of availability, etc.)
  • Support coordination and good practices within CCS with Child Protection sector.
  • Coordinate with the Health sector on mapping of quality CCSAS (Clinical care for sexual assault survivors)/CMR (Clinical management of rape) services and promote the delivery of joint trainings on CCSAS between the GBV and health sectors.

 

 

Capacity Building

  • Regularly meet with GBV case management organizations to assess their capacity building needs, and understand the surrounding health mechanisms available to women and girls in regards to CMR/CCSAS.
  • Support in-person or remote delivery of step-down trainings by the Pool of Trainers on GBV Case Management which is women-, girl-, and survivor centered, and with special attention to Safety Planning within GBV case management. In addition, the Pool of Trainers should have an understanding of specific risks to adolescent girls and how to support with GBV case management.  Pool of trainers should understand linkages in GBV case management to PSS for women and girls, empowerment, importance of women and girls safe space, and CCSAS. This also includes following up on the disbursement of the funds (if any) to support step-down trainings. When needed, support the adaptation of the content of the training to fit the needs of the participants.
  • Coordinate the organization of remote or in-person trainings (in-depth or refresher), coaching and mentoring, in collaboration with the GBVIMS Global Team. 
  • Support organisations delivering GBV case management in understanding the direct links to PSS for women and girls in emergencies as part of the GBV case management package and service delivery through women and girls safe spaces.
  • Conduct quality checks with GBV case management organizations on tools in place to ensure quality service delivery. This includes forms, protocols and procedures. 

 

 

 

Monitoring & Evaluation

  • Maintain an updated list of the Pool of trainers (incl. contact information)
  • Collect training reports, including results of pre and post tests for the stepdown trainings.
  • Track results related to the stepdown trainings as well as capacity building of the Pool of Trainers using M&E forms. 
  • Support the completion of the final evaluation of the Capacity-Building Initiative 

 

 

 

Communication

 

  • Hold monthly meetings with the GBVIMS Global Team to review the results of the CBI and plan for the next steps.
  • Provide regular updates to the GBV sub-sector members

 

Competencies and Qualifications

  • Minimum 5 years’ experience in delivering GBV humanitarian response programs in emergencies
  • Masters degree in social work, public health, women’s studies, or other applicable area
  • Experience directly supervising a women-, girl-, and survivor centered GBV management programs for at least 2 years
  • Experience in training/ facilitating GBV case management, CCSAS, PSS for women and girls, and proven experience in « coaching »/supervision techniques.
  • Experienced in Safety Planning process during GBV Case management
  • Experience in supervision of case workers and setting up supportive supervision processes
  • Demonstrated organizational skills: the ability to work independently and productively, with multiple stakeholders in a fast-paced environment;
  • Demonstrated understanding of issues related to confidentiality, data safety and other ethical concerns related to the sharing on sensitive data between humanitarian agencies and safety of women and girls who are survivors of GBV;
  • Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a wide range of functions in a multi-cultural environment. 
  • Fluency in English and Arabic  (strongly preferred)

External: Coordination forums in Tripoli (coordination mechanisms for GBV response (ie. GBV Sub-Sector, Sub-Cluster or Working Group)), INGOs/NGOs, ccoordination mechanisms for GBV response (ie. GBV Sub-Sector, Sub-Cluster or Working Group). 

Job Requirements

  • Bachelor’s Degree in humanitarian assistance, social work, human rights, international law, social science or related field. Postgraduate degree preferred;
  • Five years’ experience implementing similar programming in an emergency or complex emergency context and demonstrable understanding of the relevance of international humanitarian law and human rights law to humanitarian action; 
  • Professional experience in program implementation in the field of protection or human rights in conflict-affected areas 
  • Demonstrable knowledge of and commitment to women’s protection, empowerment and gender-based violence, Child Protection and Protection Rule of Law.
  • Applied experience in case management;
  • Ability to manage up and across and to influence others to mainstream protection across units;
  • Strong team and people leadership, management, organizational and development skills;
  • Strong program and budget management skills including planning and reporting across multiple grants; 
  • Strong written and oral communication skills, effective in representation and liaison with external parties;
  • Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure effectively and productively;
  • Fluent in spoken and written English; Arabic a strong advantage.
  • Willing to work in a highly insecure environment with strict movement restrictions. Strong personal resilience. 

Working Environment

Position is based in Tunisia with regular travels to Libya (Tripoli and Misrata), with strict security protocols and monitored movement.
