Leaders International seeks an expert to provide a strategic orientation on Financial Support to  Third Parties (FSTP)  

The expert will guide the organization through: 

• Compliance & Eligibility: Defining mandatory elements in the Description of the Action to  prevent cost ineligibility. 
• Multi-Country Operations: Managing FSTP across different currencies and legal  environments. 
• Risk Management: Developing mitigation plans for restrictive environments and volatile  exchange rates. 

Breakdown of Level of Effort (5 Days)

Module A: Regulatory Integrity 

• Zero Discretion: Understanding that discretion in FSTP management is prohibited; all  selection criteria must be fixed in the grant contract. 
• Financial Liability: Reinforcing that the lead beneficiary remains responsible to the EU for  the sub-grantee’s correct use of funds. 

Module B: Multi-Country Integration 

• Currency Conversion: Implementing the logic where funds are converted using the rate at  which pre-financing was recorded in the beneficiary’s accounts. 
• Restrictive Environments: Establishing protocols for alternative disbursement (e.g., mobile  money or trusted intermediaries) when bank transfers fail. 

Module C: Reporting & Simplified Costs 

• Output-Based Management: Utilizing lump sums or unit costs to focus on results rather  than verifying every individual invoice. 
• Document Retention: Ensuring FSTP recipients know they must keep records for 3 to 5 years  depending on the amount. 

1. Workshop Presentation: Tailored to Leaders International’s multi-country scope.

2. FSTP Drafting Guide: Including templates for the mandatory “six pieces of information”.

3. Financial Protocol: A standard rule-set for currency conversion and volatile exchange rates. 

• For individual consultants, applicable tax laws apply. 
• The offer must remain valid for 30 days from the ToR closing date.
