Introduction:
The fall of the Ben Ali regime in 2011 marked a new era for the Tunisian people. With the heavy censure imposed by the previous regime completely lifted, a wave of freedom of expression arrived. This new gain, however, proved to be a double-edged weapon if not addressed properly as the media proved to be one of the strongest political tools in the 21st century. To address this issue, the Arab Institute for Human Rights (AIHR), an independent regional non-governmental organization, has partnered with Al Qatiba website and Munathara initiative with support from MEPI in order to implement the Community Media for Social Change – CMSC Project.
CMSC project addresses the structural weaknesses, resource constraints, limited technical and managerial skills and organizational capacity that are negatively impacting the healthy growth of the Tunisian media and public spheres, with a focus on the local radio sector.
CMSC pools knowledge and insights derived from prior local media and radio projects and programming with the primary objective to train, support, and promote the professionalization of a new cadre of local news radio station journalists, producers, managers, and administrative and technical staff, thereby contributing to an informed citizenry whose public discourse can actively shape public policy on both local and national stages. The scope of work is cross-national, with a particular focus on training youth, women, and marginalized communities through a decentralized approach, meaning that most of the activities proposed herein will take place in underdeveloped regions across Tunisia, thereby facilitating greater mobility among our beneficiaries, the provision of greater access to experiential learning, and a greater potential for healthy competition, networking, and collaboration within and between local radio associations over the longer term.
Reporting to the Project Manager and Project Director, the M&E consultant will collect, measure and analyze the data collected throughout the project. S/He will build on the logical framework in order to provide a mid-project evaluation report overseeing the running of the project and its adherence to desired outcomes, in addition, s/he will develop a final evaluation report of the project that assess the impact of the project and highlight its success and list future recommendations
