Job Summary:

The Finance Officer is responsible for proper accounting and asset recordkeeping, using IRI’s online accounting software, and the management of taxation and statutory audits for the IRI Tunisia office. S/he engages regularly with program teams to ensure adherence to IRI and funder policies and effective use of IRI Tunisia resources, providing oversight on accounting and financial processes. S/he builds and maintains connections with a wide range of administrative and financial stakeholders. S/he will report to the Resident Program Director (RPD) and work on day-to-day basis with the Operations Coordinator, the local and expatriate IRI staff, as well as will liaise with the staff in IRI’s Washington DC headquarters, including the Finance Department and the Regional Accountant, to fulfill requests related to finance and administration. S/he will closely monitor all the local administrative and financial rules, regulations and procedures, related to IRI’s operations in Tunisia, and ensure compliance with IRI’s regulations and requirements. 

 

Position Requirements   

  • Graduate degree in accounting, finance, or related field. 
  • Minimum of three to five years of professional experience in finance/accounting working for an INGO.
  • Experience working with United State Government (USG) funded projects and familiarity with USG regulations and processes required. 
  • Demonstrated organizational and management experience including ability to work independently and as a member of a team to effectively meet program goals. 
  • Demonstrated financial management experience in tracking programmatic expenses.
  • Strong organizational skills, execution of tasks, and attention to detail; ability to manage competing priorities and meet deadlines.
  • Strong ability to initiate, foster and maintain relationships with stakeholders in a diverse and multicultural environment with sensitivity, respect, discretion, tact, and professionalism. 
  • Excellent verbal and written communication skills and fluency in English and Arabic.
  • Proficiency with Microsoft Office, including Word, Excel and Outlook.

 

Primary Functions & Responsibilities 

  • Process payments for all expenses incurred in Tunisia. Ensure that payments are made on time and that all financial actions are properly recorded and supporting documentation filed.
  • Review staff reconciliations and payments through online accounting systems. Oversee and manage payment package document collection, ensure proper verification and vetting, providing troubleshooting to potential contractors and partners as needed.
  • Support the US- and Tunisia fiscal year end closeout process, the monthly office closing process, and the monthly imprest reports.
  • Lead annual required financial report preparation to maintain IRI’s registration status, overseeing IRI-contracted auditors and liaising with IRI-contracted lawyers as needed.
  • Oversee the office cashflow, including preparing monthly rolling budget request for transfer from HQ. Monitor spending and advise management team of variances or additional cash needs.
  • Process payroll on a monthly basis, overseeing expenditures on overtime, taxes and staff allowances. 
  • With guidance by the RPD, liaise with IRI’s local auditors, lawyers and banks, and other institutions in areas such as wires, bank fees, taxes, insurance, and overall compliance with Tunisian law and regulations.
  • In coordination with the DC Finance Department, support and coordinate local and external audits of accounts in all aspects, ensuring that internal controls are properly in place.
  • Provide administrative support to staff in complying with IRI’s accounting and administrative policies and procedures and in conducting program activities.
  • In coordination with HQ and procurement staff, perform financial tracking of vendors and subgrantees.
  • Submit financial and administrative reports to IRI HQ as required.
  • Drive orientation and off-boarding of new/departing staff.
  • Conduct regular trainings for IRI staff regarding changes to financial policies and regulations, provide technical assistance to IRI staff on finance/accounting.
  • Works closely with the Operations Coordinator and serves as backstop for office administrative and events logistics needs.
  • Other duties as assigned.
