Job Summary

Democracy International is seeking to hire a Finance Manager for the Civil Society Activity in Tunisia. This position is open to Tunisian nationals. Working under the overall direction of the Operations Director and the DCOP, and in coordination and collaboration with project technical staff, the Finance Manager is to plan, design and co-ordinate the implementation of sound accounting and financial management and control systems and procedures for all operational areas and to facilitate the maintenance of accurate and up to date financial and accounting records for effective and smooth running of all CSA business operations including project and decision-making under changing environmental circumstances. The Finance Manager will, in coordination with the Human Resources Manager, also ensure effective management of human resources and administration activities in Finance so that good staff morale is maintained for the required motivation and commitment leading to accomplishment of the project’s mission and goals. In addition, the Finance Manager will guide and advise the management on all financial and accounting matters and actively participate in and discharge the responsibilities as a member of the CSA Management Team. 

The Civil Society Activity aims to empower Tunisian citizens to act and advocate for specific issues and effect change at the local, regional, and national level in advancing Tunisia’s development and build the legitimacy and sustainability of the civil society sector.

Responsibilities

As directed by the Operations Director, the Employee shall perform, oversee, and support the performance of the following specific tasks:

Administration:

  • Assist the Operations Director in general management of the project.
  • Administer and manage Finance personnel in accordance with personnel policies and procedures;
  • Assist the Activity with recruitment, hiring, and contracting of local staff and consultants;
  • Coordinate with the HR Manager in performance management and professional development matters including appraising team member performance, identifying finance training needs, and making recommendations for merit increases, promotions, or termination based on performance to the Operations Director.
  • Liaise with Management Team and CSA staff to ensure the maintenance of good employee relations and employment practices for the required high degree of morale and discipline at all times.
  • Carry out annual reviews of staff salaries as a member of the Management Team.
  • Manage project property in compliance with USAID guidelines and regulations, including submission of monthly and other periodic reports;
  • Ensure compliance of CSA project operations with USAID regulations, Government of Tunisia laws, and DI’s policies and guidelines;
  • Respond to pertinent information requests from USAID and other project partners as necessary to maintain smooth relationships as required
  • Advise the Operations Director on all policy matters concerning project administration and financial management including compliance with all policies and donor regulations.

Finance:

  • Direct all aspects of the project financial accounting processes to ensure timely and accurate reporting, including managing cash flow, tracking expenditures and preparing monthly financial reports;
  • Assist the CoP, Deputy CoP, Operations Director, and Program Director to prepare local budget projections when needed;
  • Ensure that all taxes (including the Value Added Tax) are paid or removed from invoices in accordance with USAID requirements and following the tax agreements established between the US and Government of Tunisia.
  • Prepare required reports for USAID due in line with the contract/cooperative agreement;
  • Prepare financial reports of local expenses by category (labor, transportation, equipment, supplies, etc.) as requested;
  • Prepare detailed analysis of performance and include required detailed donor accounts and other donor reports as required and ensure accuracy and timeliness in accordance with the company’s deadlines and donor requirements.
  • Monitor preparation and disbursement of the company’s payroll ensuring that statutory deductions are made and remitted to the relevant authorities in time and that only bona fide employees are paid.
  • Project, monitor and assure replenishment of cash in bank accounts;
  • Monitor project finances and performance against budgets and regularly report on it to the COP;
  • Oversee and reconcile all financial reporting to ensure compliance with USAID and Government of Tunisia formats, requirements, and scheduling;
  • Supervise the management of local and foreign currency accounts;
  • Ensure that monthly financial statements and management information are prepared and submitted in a timely manner to enable Directors, CoP, and DI Home Office staff to review and guide the company’s operations effectively;
  • Working with the Procurement Manger, ensure compliance with USAID procurement regulations and processes;
  • Approve financial requests as authorized by the Operations Director, Program Director, DCoP, and CoP;
  • Ensure proper implementation of all financial and administrative policies and procedures.
  • Provide all information required by the Operations Director, CoP, and DI Home Office on compliance and internal audit in a timely and comprehensive manner.
  • Oversee vendor and contractor payments in coordination with Procurement Manager.

Other:

  • Assist in preparation of work plans, budgets, and procurement plans;
  • Manage project information and communication technology to ensure information is broadly available and shared within the project, and with partners, collaborators and USAID;
  • Where applicable, and working with CSA partners, oversee administration related to small grants program;
  • Manage the annual external audit process to ensure it is effectively and efficiently completed for a clean audit report consistent with comprehensive implementation of smooth operating systems within the company’s operations.
  • Carry out any other duties that may be assigned by the CoP/DCoP/Operations Director in order to ensure smooth operations of the project.

Required Qualifications, Skills, & Experience

  • Bachelor’s degree in finance, business administration or a related field
  • At least 8 years of progressive responsibility in financial management for medium-large scale projects or operations required, minimum of 3 years USAID experience strongly preferred.
  • Excellent communication and interpersonal skills required.
  • Excellent record keeping and documentation skills required.
  • Experience with payroll preparation and administration required.
  • Excellent computer skills in MS Office, database management, and/or accounting software is required.
  • Familiarity with USAID or other donor rules and regulations highly desirable
  • Knowledge of the principles of office management including organization, workflow, forms, supplies, equipment, and procedures relating to filing, record keeping, correspondence required.
  • Ability to take the initiative and make decisions.
  • Working knowledge of English strongly preferred, fluency in Arabic required.

This position reports to the Operations Director
