FHI 360 is currently recruiting for the position of Surge and Rapid Response Grants Officer for an anticipated USAID project, Tunisia Resilience and Community Empowerment, that is expected to promote resilience at the community level, with the goal of addressing drivers of VE, building community engagement and identity, and strengthening social cohesion between marginalized populations and the rest of Tunisia.

Job Summary:

The Surge and Rapid Response Grants Officer will report to the Grants Manager and assist the Grants Manager and Regional Program Managers in developing grant activities. This will include developing activities to respond to unforeseen events, unanticipated requests, and/or emergencies through the Rapid Response Fund (RRF). Responsibilities will also include providing surge support during busy community development grant periods in the project’s target communities. The Grants Officer will travel to the target communities and assist local partner(s) to design grant activities, provide training to grantees, and monitor grant activities as needed. S/he will provide technical and administrative support, facilitation of communication to ensure timely achievement of project objectives and deliverables, while observing budget, scope and schedule requirements. S/he will work closely with other members of the team to track grants, ensure that grant applications and formalities meet applicable rules and regulations, propose corrective actions and provide assistance. S/he will serve as a direct link between the project, the rest of the staff and the designated grant recipients and will provide communication and training support to grant recipients, as needed.

Position Responsibilities:

  • Ensuring effective implementation of Rapid Response Fund program activities;
  • Travelling to target communities to provide additional support, at the request of Regional Program Managers, to assist local partner(s) to design grant activities, provide training to grantees, and monitor grant activities as needed;
  • Managing and maintaining strong working relationships with local partners and grantees;
  • Leading the coordination of logistics for Rapid Response Fund activities;
  • Tracking performance against project timelines, budget, objectives, and deliverables;
  • Track grants, ensure that grant applications and formalities meet applicable rules and regulations, propose corrective actions and provide assistance.
  • Review and pre-screen grant applications against eligibility criteria and support the grant selection process.
  • Monitor the implementation of grant recipients’ activities, including conducting site visits.
  • Support monitoring and evaluation activities for grants.
  • Keep accurate and complete records of grant documents.
  • Coordinate technical assistance provided to grant recipients by relevant technical experts.
  • Coordinating closely with the Regional Program Managers, Regional Program and Grants Officers, Regional Logistics Officer, and Procurement Officer;
  • Communicating regularly with the Grants Manager and Deputy Chief of Party;
  • Providing inputs to high-quality deliverables to USAID;
  • Provide assistance, if necessary, to translate project documents (from / into English, French and / or Arabic);
  • Assisting with the production of quarterly progress reports and other reporting documents as needed; and
  • Performing tasks related to the completion of project goals and deliverables.

Critères d'éligibilité

  • Bachelor’s degree in relevant field of study, such as international relations, international development, public administration, business administration, finance, accounting, management, or related field; advanced degree preferred;
  • Five to eight (5-8 years) of relevant professional experience; 2 years of experience managing community development, civil society, social cohesion and/or youth activities; grants management experience preferred;
  • Knowledge of programs, rules and regulations of international donors, especially USAID, highly sought after;
  • A strong understanding of Tunisia’s political and social context;
  • Demonstrated ability to work effectively with staff, local partners and stakeholders;
  • Demonstrated organizational and management skills;
  • Strong analytic, communication, organization, writing and interpersonal skills;
  • Verbal and written fluency in French and / or Arabic; excellent oral and written communication skills in English highly desired;
