Job Title: Regional MEL Officer

Project: Tunisia Resilience and Community Empowerment (MA3AN)

Location: Tunis, Tunisia

Position Summary:  

FHI360 is currently recruiting for the position of three (3) Regional ME&L Officers (based Tunis, El Kef, Sidi Bouzid) for USAID Tunisia Resilience and Community Empowerment (Ma3an) program. The Reginal MEL Officers will report to the M&E Specialist.

The Ma3an program will increase the capacity of communities to withstand political, social, and economic stresses and shocks by achieving the objectives of: 1) strengthened community resilience, 2) mitigated community vulnerabilities, and 3) improved capacity of Tunisian partners to sustain and replicate the model. Ma3an will spur 30 of Tunisia’s most vulnerable communities to action and generate sustainable resources for development in areas that are vulnerable to instability and violent extremism (VE). Together with USAID/Tunisia’s programs in accountability, decentralization, and youth entrepreneurship (i.e., TADAEEM and Mashrou3i), Ma3an will consolidate democratic progress while fostering social cohesion in target areas.

The roles and responsibilities include but are not limited to:

Implementing MEL system

  • Track project’s output and outcome level results, respectively on a regular and periodic basis, in close coordination with the ME&L team;
  • Ensure that all participants to activities conducted in their respective regions are registered on the online Participant Registration form.
  • Ensure that Ma3an staff and partners appropriately capture and document outputs on the Ma3an MEL Site.
  • Ensure that Ma3an M&E data is stored on the Ma3an MEL Site according to standards outlined in MEL plan.
  • Contribute to baselines and end line surveys as required by Ma3an MEL plan.
  • Contribute to After Action reviews, partner progress interviews as required by the Research & Learning Specialist.
  • Contribute to research and regional program planning as an active member of the MEL team.

Reporting

  • Produce all required ME&L reports in line with the organizational policies and program specific requirements and submit to Search DM&E Coordinator and MA3AN M&E Specialist.
  • As required by MA3AN ME&L plan, contribute to documenting best practice, lesson learned; and update and manage that information in project reports and other knowledge products.
  • Ensure that regional program teams and implementing partners have the necessary capacity and resources to produce timely and high-quality reports that are responsive to donors’ requirements.
  • Assist the regional project team to prepare periodic project reports through providing MEL related information

Coordination

  • Regular meetings with MA3AN MEL team, Sub-office team and other Ma3am staff for sharing the progress, challenges, and relevant experiences from the field.
  • Develop positive working relationships and coordinate/collaborate with partner organizations in the target areas.

Critères d'éligibilité

  • BS/BA or its international equivalent in Social Development, Development, Economics, Statistics or other relevant field; Master's Degree preferred.
  • A minimum of 3 years’ professional experience in M&E and learning functions on donor-funded programs related to community development, youth engagement, local governance, or civil society strengthening projects;
  • Experience with USAID rules and regulations and experience working in an international NGO environment highly desirable;
  • Familiarity with social inclusion and conflict mitigation approaches;
  • Strong understanding of the political and social context in Tunisia;
  • Fluent in written and oral Arabic, and very good working knowledge of English.
  • Strong knowledge and experience of applying various monitoring tools, including logical framework, theory of change and result indicators
  • Understanding of data privacy standards;
  • Experience of quantitative and qualitative data collection and analysis.
  • Excellent data management, oral and written communication and organizational skills
  • Knowledge of data analysis software and basic computer skills are required. Good interpersonal, communications, and facilitation skills.
  • Ability to maintain professionalism, creativity, and enthusiasm while working in a fast-paced, often challenging environment with minimal supervision.
  • Ability to work through stringent deadlines with attention to detail, and coordinate and compile information from various sources.
  • Strong ability to multi-task and work independently;
  • Flexibility and capacity to adapt to evolving contexts.
  • Team spirit and ability to collaborate with colleagues in an open and constructive way.
