FHI 360 is currently recruiting for the position of Program Technical Officer for the organization’s USAID Tunisia Resilience and Community Empowerment (TRACE)/ Ma3an program, which will increase the capacity of communities to withstand political, social, and economic stresses and shocks by achieving the objectives of: 1) strengthened community resilience, 2) mitigated community vulnerabilities, and 3) improved capacity of Tunisian partners to sustain and replicate the model. TRACE will spur 30 of Tunisia’s most vulnerable communities to action and generate sustainable resources for development in areas that are vulnerable to instability and violent extremism (VE). Together with USAID/Tunisia’s programs in accountability, decentralization, and youth entrepreneurship (i.e., TADAEEM and Mashrou3i), TRACE will consolidate democratic progress while fostering social cohesion in target areas.

Job Summary

The Program Technical Officer will work in close coordination with the Senior Technical Advisor and collaborates with Technical Advisor, Positive Youth Development (PYD) and Community Resilience and Community Based Development (CBD) Program Officer, Regional Program Managers, partners, and other technical and grants staff to assist in establishing and advising the development of all community-led development and resilience activities. S/he will report to the Senior Technical Advisor,

Position Responsibilities

⦁ Work with Senior Technical Advisor to ensure the technical quality of Ma3an activities, including those directly implemented by FHI 360 and those implemented by international and local implementing partners;

⦁ Assist in Training and collaborate with staff and partners in Ma3an methodologies (e.g., FHI 360’s SCALE+, Community Based Development, etc.) and work with the Technical Advisor PYD and Community Resilience in the implementation and improvement of PYD methodologies (e.g., FHI 360’s community youth mapping [CYM]);
⦁ Assist in the facilitation of roundtables, workshops and trainings of Ma3an community resilience training activities and events;
⦁ Assist in drafting the reports of workshops and trainings of Ma3an community resilience training activities and events;
⦁ Develop and update the Technical calendar of Community Resilience activities, including follow on activities;
⦁ Coordinate regularly with Regional Program Managers in all offices to ensure that activities are in alignment with program goals;
⦁ Work with the Senior Technical Advisor Technical Advisor, PYD and Community Resilience to conduct technical research and improvement of methodologies, as needed;
⦁ Support the local partners and ME&L team in the analysis of youth mapping results;
⦁ Support Regional Program Managers, grants team and local partners in recruiting, training and supporting youth mappers in the community level (CYM);
⦁ Provide capacity-building and skills training for local partners, ToTs and youth mappers;
⦁ Support the mapping to action planning and community resilience development projects (CSAP); and
⦁ Coordinate activities between grant team and technical team and update workplan accordingly.

Critères d'éligibilité

  • BS/BA or its international equivalent in conflict mitigation, youth development, international relations, social sciences, or a related field; Master's Degree preferred;
  • A minimum of six years professional experience on donor-funded programs related to community development, youth engagement, local governance, or civil society strengthening projects;
  • Experience with USAID rules and regulations and experience working in an international NGO environment highly desirable;
  • Experience working with youth at the community level;
  • Experience working on Capacity Building of CSOs;
  • Excellent Facilitation and training Skills;
  • Excellent organizational skills;
  • Excellent verbal and written communication skills;
  • Excellent English writing skills;
  • Fluent in oral Arabic and French.
