FHI 360 is currently recruiting for the position of  Regional Technical Officer (RTO)  for the organization’s USAID Ma3an program, which will increase the capacity of communities to withstand political, social, and economic stresses and shocks by achieving the objectives of: 1) strengthened community resilience, 2) mitigated community vulnerabilities, and 3) improved capacity of Tunisian partners to sustain and replicate the model. Ma3an will spur 30 of Tunisia’s most vulnerable communities to action and generate sustainable resources for development in areas that are vulnerable to instability and violent extremism (VE). Together with USAID/Tunisia’s programs in accountability, decentralization, and youth entrepreneurship (i.e., TADAEEMand Mashrou3i), TRACE will consolidate democratic progress while fostering social cohesion in target areas.

Job Summary

The Regional technical Officer (RTO) will work in close coordination with the Technical Advisor, Positive Youth Development (PYD) and Community Resilience to assist in establishing and advising the strengthening of civil society organizations to implement innovative youth development and all community-led development and resilience activities. S/he will report to the Technical Advisor, PYD and Community Resilience and collaborate closely with the Regional Program Manager, the Capacity Building specialist, and the Civic Engagement Advisor.

Position Responsibilities

  • Support partners in the implementation of innovative methodologies and practices that leverage youth engagement and inclusion in the Ma3an or the partners’ activities;
  • Support partner CSOs’ self-assessment of their organizational capacities using tools such as the Organizational Performance Index (OPI) and the Youth program Assessment Tool (YPAT);
  • Work with the Capacity building specialist to provide partner CSOs of his/her region with one-on-one mentoring, on-demand TA, learning-by-doing activities, group trainings, and relationship building with local stakeholders; ensure partner CSOs meet goals identified in training and development plans;
  • Support local partners and regional staff in PYD approach implementation, as needed;
  • Support the Capacity building development specialist in training staff and partners in Ma3an core methodologies (e.g., FHI 360’s SCALE+, PYD, DNH ) and assist the Technical Advisor PYD and Community Resilience in the implementation and improvement of PYD methodologies (e.g., FHI 360’s community youth mapping [CYM]), as needed;
  • Work with the Technical Advisor and Capacity Building Specialist to ensure that activities are infused with principles of Do No Harm/ conflict sensitivity;
  • Support the Civic Engagement Advisor in implementing and reporting on Ma3an Civic engagement activities in the field;
  • Work with the regional managers to ensure coordination with the Directors of the Youth Centers of Ma3an target communities to organize events and trainings;
  • As required, supervise learning activities in communities, workshop, field work and FHI 360 teams’ visits; and
  • Assist on delivering trainings and facilitate workshops

Critères d'éligibilité

  • BS/BA or its international equivalent in conflict mitigation, youth development, international relations, social sciences, or a related field;
  • A minimum of three years’ professional experience on donor-funded programs related to community development, youth engagement, peacebuilding or preventing/countering violent extremism (P/CVE), local governance, or civil society strengthening projects;
  • Experience with USAID rules and regulations and experience working in an international NGO environment highly desirable;
  • Strong understanding of the political and social context in Tunisia;
  • Excellent organizational skills;
  • Excellent verbal and written communication skills; and
  • Fluent in written and oral Arabic, English, and French.
