Job Title: Finance Manager

FHI 360 is currently recruiting for the position of Finance Manager who will be based in the Tunis office.
Job Summary
Under the supervision of the Director of Administration and Finance, the Finance Manager will oversee sound financial management of FHI 360’s projects. S/he will also provide financial technical assistance and develop the capacity of partner organizations in the country. S/he will ensure the achievement of all financial control and performance objectives in accordance with requirements of FHI 360 and USAID.
Position Responsibilities
- Direct and manages the program budget in accordance with the approved annual budget and monitor the expenditures on an on-going basis;
- Provide recommendations to and consult with project leadership on the financial health of the projects;
- Provide leadership and support for all financial management areas including, accounting, payments, reporting systems and procedures. Coordinate with related staff to ensure that project budgets, accounting and fiscal control procedures are implemented effectively;
- Responsible for all financial reporting, including quarterly accruals (separation and country-specific) and tracking sub-award monitoring;
- Oversee the timely completion and accuracy of the bi-weekly financial reports/field expenses prepared for submission to FHI 360 HQ and upload into the financial system;
- Ensure that included are the balance sheet and bank account reconciliations, petty cash counts and expatriate allowance reports;
- Responsible for the maintenance of adequate financial resources in-country to support monthly program operations and subproject reimbursements by submitting timely the monthly advance request to HQ;
- Ensure all activities related to financial management are carried out in conformance with policies and procedures established by FHI 360 and USAID;
- Oversee the monitoring and review of sub-project financial reports to ensure compliance with sub-project budgets and FHI 360 policies and USAID rules and regulations;
- Provide support to the internal audit functions;
- Supervise 1 to 3 financial staff.
