FHI 360 is currently recruiting for the position of Director of Administration and Finance for an anticipated USAID project, Tunisia Resilience and Community Empowerment, that is expected to promote resilience at the community level, with the goal of addressing drivers of VE, building community engagement and identity, and strengthening social cohesion between marginalized populations and the rest of Tunisia.

Job Summary:

The Director of Administration and Finance will work under the supervision of the Chief of Party and will oversee financial management, monitoring, and reporting for all project tasks. S/he will also be responsible for all aspects of TRACE’s human resources, operations, and administrative management. Financial responsibilities will include financial planning, accounting, reporting, and final review of project procurement prior to Chief of Party and/or FHI 360/DC approval.

Essential Job Functions: Duties and Responsibilities

  • Providing leadership to finance, operations, and human resources aspects of the project, including general administrative processes, financial management, sub award management, accounting, and logistics;
  • Ensuring compliance of financial and operations systems with FHI 360 policies and procedures, USAID rules and regulation, award requirements, and Government of Tunisia laws;
  • Conducting compliance reviews, internal audit follow up and hands on training to ensure sound financial management;
  • Overseeing and coordinating financial and administrative systems;
  • Issuing Monthly Financial Reports, balance sheet and quarterly accrual reports in consultation with the Finance Director;
  • Supervising the Finance Manager in maintaining a highly secure financial system that considers the in-country financial and accounting security concerns;
  • Communicating/advising the Chief of Party on financial status of the project and funds availability for project activities;
  • Oversee the procurement process to ensure that USAID and FHI 360 regulations are implemented;
  • Providing technical assistance to local partners on financial compliance and reporting;
  • Managing project procurement processes;
  • Managing a finance and operations team in charge of budgeting, financial reporting, accounting, administration and procurement.
  • Provide guidance, monitoring and support to project team, including procurement for goods and services, logistical support for local and international travel (including expense reports) for staff and consultants, contracts development and management and maintenance of office inventory
  • Facilitate the work of external audits and ensure that financial records are properly maintained and readily available during audits

Critères d'éligibilité

  • Bachelor’s degree in a relevant field such as accounting or finance is required; MBA preferred
  • Minimum twelve (12) years hands-on program management and direct supervisory experience with ability to lead and mentor staff
  • Direct experience with financial management and procurement of goods and services
  • Previous experience in a similar position with USAID funded projects
  • Trained in USG rules and regulations, including procurement and financial compliance
  • Mastery of Excel and experience using QuickBooks, GFAS or other similar computer accounting software is required
  • Ability to effectively manage a team and contribute to a highly collaborative program team approach
  • Excellent communication and organizational skills
  • High integrity and strong attention to detail and ability to set priorities and meet deadlines

  • Fluent spoken, written, and reading abilities in English, French, and Arabic
