External Audit Services of DTDA MENA Programme Financial Statements 2023

CONTEXT

The Danish Trade Union Development Agency (DTDA) was founded in 1987 under the name of “LO-FTF Council” by Denmark’s two largest trade union confederations, LO (the Confederation of Danish Trade Unions) and FTF (the Salaried Employees’ and Civil Servants’ Confederation), who merged in 2018 as the Danish Trade Union Confederation.  

DTDA’s objectives are to promote democracy, workers’ rights, health and safety at work and poverty reduction, which is done by implementing projects that strengthen the labour market in developing countries.

DTDA collaborates with trade union organizations in Africa, Asia, Latin America, and the Middle East. The programmes ‘immediate objective is to assist the partner organizations in becoming change agents in their own national and regional labour market context, capable of achieving tangible improvements in the national Decent Work Agenda conditions and the labour related Sustainable Development Goals (SDGs).

Through its Sub-Regional Office (SRO) in Tunisia, the DTDA implements two projects through its partners in the MENA region in Tunisia, Morocco, and Jordan. The two projects are multi-years projects:

  • Danish-Arab Partnership Programme (DAPP): is Denmark’s collaboration programme with the Middle East and North Africa (MENA). DAPP aims at supporting human rights and employment for young people in the MENA region.
  • Strategic Partnership Agreement: funded by the Danish Ministry of Foreign Affairs which objective is to promote sustainable production and inclusive, gender balanced labour markets with full respect for workers’ human rights contributing to the creation of decent jobs and better opportunities in the labour markets in developing countries.

 

SCOPE OF WORK

  • Ensure that the funds managed from the budget accounts allocated for them have been used in a consistent, regulatory manner and in compliance with the donor’s standards, local legislation and DTDA’s SRO guidelines.
  • Ensure that all expense documents are regular.

 

DELIVERABLES

  • A consolidated audit report (both in french and english) based on the income and expenditures financial statements of MENA Sub-Regional Office (SRO) for operational and programme accounts for the period 01 January 2023 to 31 December 2023
  • A management letter which lists any detected internal control weaknesses with the appropriate recommendations.
  • A completed audit questionnaire provided by the audit firm in charge of reviewing the Programme in Denmark.

The final package should be submitted by the auditor no later than 7 March 2024. Thus, MENA SRO will make sure to share all the necessary information with the auditor no later than 31 January 2024.

 

GUIDELINES

It is important to be aware that the financial audit and the performance audit must be carried out by an internationally recognized audit company, according to international standards (IFAC/INTOSAI) and that it is the obligation of the implementing organization to obtain written confirmation from the auditor that he/she will perform the audit in accordance with these guidelines for auditing and DTDA’s SRO guidelines (will be provided at the start of the audit mission).

 

REQUIRED QUALIFICATIONS

The applicant must:

  • Be an accounting firm member of the Order of Chartered Accountants of Tunisia affiliated to an internationally recognized audit company on the deadline of offers submission.
  • have a good knowledge of the association’s legislation.
  • have several experiences in similar missions.
  • have a good command of english.

 

SUBMISSION CONDITIONS  

The application file must be sent by email no later than 30 November 2023 to the following addresses: moh@dtda.dk, rr@dtda.dk, oaz@dtda.dk 

 

The applicant must submit the following components:  

 

  • A Technical proposal:
  • the methodology proposed for conducting the mission.
  • the mission execution timeline 

 

  • A financial proposal: 
  • total costs in Tunisian dinars including tax. 
  • payment terms (schedule).  

 

  • The applicant profile:
  • Presentation of the applicant
  • List of experience in associative projects auditing
