IFES has been working in Tunisia since February 2011, assisting the Tunisian authorities in the organization of free, democratic, and transparent elections through electoral assistance programs. The overall goal of IFES Tunisia programs is to provide electoral technical assistance to electoral stakeholders to support the holding of democratic elections in Tunisia. IFES works with the Ministry of Social Affairs and the Ministry of Education on civic education, the Court of Accounts (CoA) on the transparency of campaign financing, and other institutional and non-institutional organizations, such as civil society.

Job Description

The short-term contract is a consultancy. Under the direction of the country director, the Experienced IT developer will perform the following main functions:

• Participate in functional and technical scoping discussions to gather the users’ needs;
• Analyze and resolve incidents/bugs to ensure the good functioning of the application;
• Make changes and corrections to the existing application;
• Develop new functionalities and new modules to the existing application.
• Participate in the implementation of integration tests.
• Integrate new modules into the existing application.
• Maintain the documentation and the tracking tools up to date.

Technical Skills: 

It is preferred that the experienced IT Developer has a strong knowledge of and/or experience with the technologies associated with the following components:

Position Requirements

• Advanced university degree in IT development, computer engineering, information systems, or other relevant fields.
• Minimum of 7 years of experience in IT development including at least 3 years of professional experience in Java development (Spring Boot), with competence in Angular front-end development.
• Demonstrated knowledge of the different technologies listed in the table above. 
• Experience in IT development of auditing software and/or applications.
• Experience in multi-stakeholder projects is an asset.
• Being autonomous, nimble, dynamic, rigorous but also tactful, patient and flexible. 
• Excellent command of Arabic and French. English is an asset.
