Position Title: Energy Efficiency (EE) Team Lead

Position Classification: Long-Term, Full-Time

Location: Tunis, Tunisia

Background: The Power Tunisia activity seeks to advance self-reliance in Tunisia by strengthening the country’s institutional capacity to manage, operate, and maintain a modern, diversified and financially sound electricity system. The activity has three core objectives: 

  • Objective 1: Strengthening the Tunisian Energy Sector’s Performance
  • Objective 2: Diversifying and Securing Energy Supply
  • Objective 3: Promoting Advanced Technology Pilots and Partnerships

Position Overview: Support the Deputy Chief of Party (DCOP) in the successful planning, management, and implementation for all EE related interventions. The EE Team Lead will lead a team of EE specialists (industrial, commercial building, and residential) and selected subcontractors to engage public and (predominantly) private sector energy consumers and other stakeholders to identify, prioritize, implement, and track actions to achieve energy saving and assess the related environmental, economic and social benefits including (primarily) CO2 reductions.

Detailed Responsibilities: The Employee shall perform the following general functions:

  • Lead a team of EE specialists to identify primary sectors and geographies where there is an increased potential demand for new and existing EE technologies/solutions and other stakeholders
  • Support in the design of Power Tunisia’s program delivering EE technical assistance and grant support to small-, medium-, and large-scale projects in support of increasing EE at industrial/manufacturing facilities, commercial building, and residential buildings
  • Lead in engaging Tunisian stakeholders in increasing awareness and understanding of Power Tunisia’s EE program, including supporting the development of promotional/awareness materials and playing a lead role in delivering virtual and in-person educational seminars, workshops, roundtables where potential counterpart energy consumers can learn about the program
  • Lead in the evaluation and strengthening of EE projects proposed by energy consumers or other stakeholders (engineering firms, energy auditors, etc.) 
  • Participate in discussions/negotiations with potential counterpart energy consumers on the type of project to be pursued and the role Power Tunisia would play in its delivery that result in among other things reduced CO2 emissions 
  • Identify new and innovative EE technologies/solutions that could be deployed in the Tunisian market to advance Program objectives
  • Review impact forecasts for planned EE technology investments in the form of CO2 reductions and financial savings 
  • Lead the EE team to monitor delivery of EE projects receiving support from Power Tunisia and support the development of compliance and EE projects from inception to implementation
  • Work with other project technical staff to develop and maintain investment project pipeline, highlighting barriers to project development and opportunities for advancement
  • Develop and deliver trainings to public and private sector stakeholders on EE programs, global leading practices on industrial decarbonization strategies, and other topics as relevant 
  • Partner with internal and external resources to gather data and understand of key EE metrics including but not limited to; load growth, customer count, program budget analysis, reported savings and program spending
  • Other duties as assigned

Supervisor and Reporting Responsibilities: For all routine responsibilities and duties, either directly or indirectly related to the Position description, the Employee shall report directly to, and be supervised by the position of Deputy Chief of Party (DCOP). The Employee’s Supervisor may change from time to time on an ad hoc or temporary basis depending on the needs of the Project.

Qualifications: 

  • Bachelor’s degree from an accredited college in engineering, project finance, or other relevant degree (Master’s or PhD preferred)
  • Minimum of 10 years work experience in the energy sector researching, analyzing, and/or developing/delivering new technologies/programs for EE uptake and investment
  • Energy Auditor certificate required
  • Relevant, recent experience designing and/or implementing EE programs, working with energy consumers in industrial/manufacturing facilities, commercial buildings, and/or residential buildings
  • Knowledgeable of financial calculations such as ROI, Rate of Return, payback, and NPV and capacity to apply them to EE investments
  • Able to thoroughly understand the business and market rules, policies, and regulations dealing with EE
  • Demonstrated ability to: lead teams; succeed in an interdisciplinary environment; reach targets; and to work in challenging political and security situations requiring good judgment, discretion, and political savvy
  • Previous experience designing and delivering outreach and training programs preferred
  • Experience in Tunisia required; experience in other MENA countries preferred
  • Prior experience on USAID or donor-funded projects preferred
  • Fluent in French and Arabic required 
  • Fluent in English (both oral and written) preferred
