The organization


Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.

The association leads, on average, 190 projects each year in the following sectors of intervention: protection, food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France.

Première Urgence Internationale has been operating in Libya since 2017, particularly in the regions of Benghazi and, from 2019, in Al Kufra, to strengthen the resilience of the most vulnerable populations affected by ongoing crises, improve their access to essential services. The organization’s intervention in the country is built upon an integrated approach combining the provision of comprehensive primary healthcare services, psychosocial support, protection assistance, WASH activities, and infrastructure and rehabilitation. Première Urgence Internationale develops public infrastructures’ rehabilitation and restoration in areas affected by several years of conflict. Additionally, during the COVID-19 crisis in Libya, the organization adapted its intervention to include Infection Prevention and Control and COVID-19 awareness activities.

In the aftermath of the flooding caused by Storm Daniel in the Eastern part of Libya, PUI is intervening to support affected population providing WASH, Health and MHPSS support in close coordination with other partners on the ground.


 

Job Description


Overall Objective


Under the direct supervision of the Head of mission, the Emergency Coordinator is responsible for the implementation of PUI’s emergency response programmes in the country.


Tasks and responsibilities

  • Programme implementation and coordination: S/he coordinates and develops the emergency response operations in the country, in direct link with the technical, support and field coordination
  • Strategy: S/he participates in the development of the strategy and proposes new interventions or new modalities for emergency response.
  • Human resources: S/he organizes, supervises and supports teams for exploratory missions, assessments and emergency response
  • Evaluation and context monitoring: S/he ensures a continuous analysis of the needs and response
  • External coordination and representation: S/he represents PUI and ensures the coordination with NGOs and external actors in emergency response.
  • Security : S/he ensures the security of the teams s/he supervises and contributes to the security management of the mission.

Specific objectives and linked activities


1. COORDINATE AND DEVELOP THE EMERGENCY RESPONSE OPERATIONS IN THE COUNTRY, IN DIRECT LINK WITH THE TECHNICAL, SUPPORT AND FIELD COORDINATION

  • He/she coordinates the emergency response activities (operations/assessment/interventions) of the mission in conjunction with the field and support coordination
  • He/she develops, in collaboration with the technical coordinators, adapted emergency response procedures/standards and evaluation tools
  • He/she participates in the sizing of the mission’s emergency response capacities in conjunction with the concerned departments (Logistics, HR, Programs) and contributes to the increase of the response capacity (ex: participation to recruitment of emergency team member)
  • He/she supervises and monitors emergency response activities in conjunction with the relevant departments and in direct and constant coordination with the field coordinator(s) who remain responsible of the overall presence and intervention of PUI in the area.
  • He/she directly supervises rapid response activities in the field or makes ad hoc visits to the field when possible
  • He/she ensures the quality of reporting on evaluations and intervention reports, in conjunction with the technical coordinators
  • He/she ensures compliance with related procedures, with the functional support of the Logistics Coordinator and the Administrative and Financial Coordinator of the mission.
2. PARTICIPATE IN THE DEVELOPMENT OF THE STRATEGY AND TO PROPOSE NEW INTERVENTIONS OR NEW MODALITIES FOR EMERGENCY RESPONSE

  • He/she proposes new interventions on emergency response (assessment/exploration/intervention)
  • He/she participates in the development of projects on the emergency response component
  • He/she participates in the development and operationalization of the mission strategy
  • He/she participates in the search for funding for the emergency response
  • He/she ensures a continuous monitoring of the context, actors and needs in order to monitor the relevance of the mission’s emergency response modalities, and to make them evolve if and when necessary
3. ORGANIZE, SUPERVISE AND SUPPORT TEAMS FOR EXPLORATORY MISSIONS, ASSESSMENTS AND EMERGENCY REPONSE

  • He/she participates in the recruitment of the team members he/she supervises
  • He/she implements a capacity building plan for the teams on emergency response modalities/activities
  • He/she organizes the work of the teams he/she supervises (defining objectives, follow-up)
4. ENSURE A CONTINUOUS ANALYSIS OF NEEDS AND RESPONSE

  • He/she ensures a continuous analysis of humanitarian needs and emergencies; political and social context in the areas of intervention of PUI and in the country
  • He/she provides information and makes presentations/bulletins on the humanitarian context and the response
  • He/she ensures a continuous mapping of the local actors and stakeholders involved in the response
  • He/She frames, plans and supervises need assessment in the field.
5. REPRESENT PUI AND ENSURE COORDINATION WITH NGOs AND EXTERNAL ACTORS IN EMERGENCY RESPONSE

  • He/she ensures good communication between actors in the framework of the emergency response (organization/coordination of the response)
  • He/she ensures and maintains good relations with partners in the framework of the rapid response
  • He/she promotes operational coordination between organizations for joint assessments/responses in the field
  • He/she ensures good coordination in the field in terms of coverage of needs and gaps
  • He/she represents PUI in coordination meetings whenever needed (cluster meetings, etc.)
6. ENSURE THE SECURITY OF THE TEAMS HE/SHE SUPERVISES AND TO CONTRIBUTE TO THE SECURITY MANAGEMENT OF THE MISSION

  • He/she ensures that security protocols and tools are known and applied by the teams he/she supervises
  • He/she identifies the security training needs among the teams he/she supervises and shares them with the coordination team
  • He/she contributes to the security analysis by sharing his /her feedbacks to the coordination team
  • He/she promotes the established security rules and contributes to PUI acceptance in the area of intervention

PROFESSIONAL EXPERIENCES

 


  • Minimum 2-year experience in emergency response or a similar position in an international context
  • Significant experience in project/humanitarian coordination

  • Experience in assessing needs (M&E)
  • Experience with PUI
  • Knowledge of health programs, public health systems and / or multi-sector assistance
  • Experience in a similar context an asset
  • Strong experience and knowledge of humanitarian access strategies and negotiation
