Position: 4C capacity and employability training consultant

Location: Tunis, Tunisia


Education For Employment – Tunisia (EFE-Tunisie), supporting implementer Chemonics, seeks to hire a 4C capacity and employability training consultant   to support the USAID Tunisia Jobs, Opportunities, and Business Success (JOBS) project. In order to support the objectives of component 2, the 4C capacity and employability training consultant   will work with the Job Placement & Career Center Specialist on the regional career centers (4Cs).


In order to ensure the success of the JOBS project and fulfill EFE-Tunisie’s responsibilities under the work plan, the 4C capacity and employability training consultant   will carry out the following responsibilities:

  • Coordinate with EFE-Tunisie Senior Training Manager to ensure the implementation of training sessions and
  • Coordinate with EFE-Tunisie Senior Training Manager to ensure the implementation of ToT for 4C trainers
  • ensure the implementation of the capacity building program for the 4C staff: design of the SOW, selection of the firm, follow-up of the consultation for the capacity building program and implementation of the training workshops

Other Duties

The 4C capacity and employability training consultant   can support other stakeholders on the project in his areas of expertise.

Reporting and working relationships

The 4C capacity and employability training consultant  will report to  the  Job Placement & Career Center Specialist

The consultant will deliver:

  • A report that details tasks conducted during the period of consultancy
  • Contributions to monthly reports on activities performed by C2, which should reflect the work plan for the Tunisia JOBS project

Critères d'éligibilité

  • Graduate degree in education, human resource development, organizational behavior or other relevant or equivalent field. In circumstances where a candidate possesses exceptional relevant experience but lacks a graduate degree, relevant post-education experience will be considered.
  • At least five years of experience in workforce development in a developing country, including experience working with host country training or higher education institutions.
  • At least 5 years successful BtoB business experience with HR firms
  • Experience in two or more of the following areas: Workforce Management, process design, policy harmonization, workforce analytics, project management, workshop facilitation
  • Excellent interpersonal skills, excellent communication skills (verbal and written), outstanding management skills (including ethical management), resourcefulness, flexibility, and creative problem-solving skills.
  • Fluency in French and English; proficiency in Arabic is strongly preferred.
  • Prior experience working with USAID and other USG funders. (preferred)
  • Familiarity with Tunisia and the economic context of Tunisia (preferred)
  • Experience with economic development or job creation projects. (preferred)
