Background to EED

The European Endowment for Democracy (EED) is a grant-giving organisation that supports civil society actors struggling for democratic change in their countries in the European Neighbourhood. A joint effort of the Member States and European Union institutions, EED is an independent private law foundation with its seat in Brussels.

EED supports assists pro-democratic civil society organisations, movements and individual activists acting in favour of a pluralistic multiparty system regardless of their size or formal status. EED also provides assistance to young leaders, independent media and journalists, provided they adhere to core democratic values and human rights, as well as subscribe to principles of nonviolence. Women rights organisations and female activists are among the recipients of support and gender perspective is mainstreamed in all EED-funded actions.

The core operating grant for EED is provided by the European Commission, and is implemented in compliance with the requirements of the EC Financial Regulation.

Objective

The overall objective of this assignment is to provide communications assistance, in particular related to social media.

Scope of Work and Outputs

The consultant will carry out tasks as agreed with the Communications Manager, in coordination with EED Executive Director and Director of Operations, related to:

Social Media and Media:

  • Regularly update the EED Facebook, YouTube channel, as well as the Twitter account in coordination with relevant Programme officers
  • Contribute to the development, implementation and evaluation of the EED social media strategy, as an integrated part of the EED communications strategy
  • Encourage EED programme team and initiatives to provide inputs for all EED social media
  • Track and collect media mentions of EED
  • Develop EED’s Russian/Arabic language media and social media output (optional, depending on language skill set)

EED Communications Newsletters

  • Contribute to the drafting of the EED communications newsletters (public and internal aimed at Board members)

Events management

  • Support EED team in all events, with a focus on communications, including coordination with partner organisations, invitations, social media coverage, as well as written and visual reporting.
  • Draft web posts for events, both at EED and when EED is speaking at other events

Website & We Support Blog

  • Draft web posts on on-going EED Grants
  • Support and encourage all EED grantees to write and upload quality content
  • Liaise with EED grantees on blog updates.

Photo and Video management

  • Manage all EED photos and videos, including archive (on-line & off) and relevant posting and sharing.
  • Ensure the capturing of photos and videos during key events and activities.

Communications in European Neighbourhood

Time Frame and Deliverables

The consultant shall carry out 230 days’ work over a period of 12 months from October 2016.

The consultant is free to organise his/her work schedule over the 12-month period in coordination with the Communications Manager.

Interfaces

The consultant will operate under the overall direction of the Executive Director of the European Endowment for Democracy. The primary contact points in EED will be the Communications Manager.

Due to the need for daily coordination with all EED staff, in particular the Programmes team, the service shall be provided predominantly from the EED premises in the centre of Brussels, Belgium.

Total Cost of Assignment

The consultant shall be paid €150 (plus VAT) per days’ work, up to a maximum of 230 days’ work. The maximum for this contract shall be €34,500 (plus VAT).

Payment will be made on a monthly basis, upon submission of an invoice

Critères d'éligibilité

  • University degree in relevant field (communications, media, international or EU relations, political science or related)
  • At least 2 years of full-time professional experience in communications, e.g. website management, social media and newsletters, among others.
  • experience in civil society, human rights or democracy-related programmes, including advocacy is required
  • strong English writing and presentation skills, with an eye for detail
  • ability to coordinate and support the communications of a diverse group of individuals and organisations and to develop strong and smooth working relationships internally and externally at all levels
  • excellent interpersonal skills for work in an international, multi-cultural environment
  • professional fluency in English; knowledge of French, Arabic and / or Russian would be a significant advantage
  • experience in international and/or EU relations would be an advantage
  • professional work experience in Brussels would be an advantage
  • experience in developing and implementing communications campaigns would be an advantage.
  • experience in cooperation/development work in an EU Neighbourhood country would be an advantage
  • provide three references as to the candidate’s suitability for the performance of duties.
  • solid ICT skills, in particular use of software for various social media, graphic design and lay-out, photo and video editing, newsletter creation (e.g. Mailchimp), website editing through back-office tools would be an advantage
