Project “Know your Environmental Rights”
Title: Trainer on environmental obligations in extraction agreements
Background on Project
Tunisia is held up as an example of a developing country that has successfully negotiated extraction agreements with several foreign companies working in the natural resources sector. Indeed, through the advocacy efforts of civil society organizations and political parties, Tunisia has disclosed a number of contracts relating to this sector to the public.
The implications of natural resource contracts can be significant, not just in terms of revenue for Tunisia, but also in relation to land rights, access to water and housing, food security, and public health. Access to natural resource contracts allows local communities to monitor whether resource extraction companies are fulfilling their commitments and acting sustainably.
However, extraction contracts are almost always negotiated without involving the public or lawmakers, and there is tremendous secrecy surrounding contract negotiations, particularly in relation to environmental obligations.
In this context, “Know your Environmental Rights” was initiated in October 2019. The project is implemented by Earth Hour Tunisia and funded by the Natural Resource Governance Institute. It aims to raise citizens’ awareness about environmental obligations in extraction agreements, and, hence, promote more transparency in the management and governance of natural resources.
In the first phase of the project, an expert elaborated research about the environmental clauses in extraction contracts (written in French).
To ensure the dissemination of this research, a training session will be organized for environmental NGOs and climate journalists to raise awareness about the environmental obligations in their communities.
Deliverables
The trainer will submit all training curricula and materials developed for the training by e-mail, one week prior to the first training session. The trainer will also submit a Training Completion Report, at most one week after the training sessions are completed.
Location of the assignment
The training course will be implemented in Tunisia; the specific locations will be confirmed later.
Duration of the assignment
The duration of the assignment is foreseen to be 4 expert/days as follows:
– Preparation: 1 expert/day
– Implementation: 2 expert/days (two days in December 2019 or January 2020)
– Reporting: 1 expert/day
The indicative starting date is December 28th, 2019; this date will be confirmed once the contract between Earth Hour Tunisia and the trainer is signed.
Copy right
All rights of copyright concerning the material produced by the consultant will remain the property of Earth Hour Tunisia and can only be used by the expert with appropriate attribution by Earth Hour Tunisia.
Payment Terms
Payments are based upon output, i.e. upon delivery of the services specified in the TOR.
Payments will be issued upon certification of Earth Hour Tunisia’s Project Coordinator. It is foreseen that the contract value will be paid upon submission and approval of final training report and all required training materials.
