EF is seeking applications for a Director of Grants for an anticipated USAID-funded program that will cultivate a vibrant and responsive citizen-oriented civil society in Tunisia. The program will facilitate a productive relationship between civil society and the Government of Tunisia.  It will also work nationwide, differentiating between the capacity-building needs of smaller, regional NGOs, Associations, think-tanks and other types of local organizations and more developed, Tunis-based CSOs, creating linkages networks, and platforms for knowledge sharing, partnerships, and joint-action. 

 

The Grants Director will manage the grants portfolio and perform specialized tasks throughout the course of the awards. He/She will also oversee financial & technical assistance to the grantees throughout the implementation of their grants to ensure full compliance with donor rules and regulations This position is contingent upon funding. 

 

Interviews will be conducted on a rolling basis and qualified candidates should apply as soon as possible. 

 

Tunisian nationals are strongly encouraged to apply.

 

DUTIES

  • Oversee the grant-making process and supervise related day-to-day activities from application phase through close-out, ensuring grant compliance with appropriate laws and regulations
  • Maintain grantee database and files; track awards, compliance, and milestones; monitor and provide regular reporting on grantees’ performance and delays with sub-grant implementation
  • Manage program procurement in compliance with EF policies; ensure full compliance of grant-awarding with USAID policies and regulations; provide training and technical assistance to grantees on USAID regulations, financial management and reporting, when needed

 

QUALIFICATIONS

  • Bachelor’s degree in Finance, Accounting, Business Administration, or other relevant field; Master’s degree is strongly preferred
  • Minimum of ten years of experience in managing grants in an international development program
  • Demonstrated experience working with and supporting grants and contracts, including donor compliance
  • Demonstrated proficiency with Microsoft Office suite of applications, including Excel; previous experience with Microsoft Serenic Navigator a plus
  • Demonstrated knowledge of USAID sub-award policies and regulations and familiarity with risk management approaches, as well as experience creating and maintaining a database of grants
  • Experience working in the MENA region is required; experience in Tunisia is strongly preferred
  • Excellent oral and written communication skills in English required
  • Knowledge of French and/or Arabic is required.
