The ICRC Delegation in Libya – temporarily located in Tunis – seeks to fill the following position:

Digital Officer

The ICRC Delegation in Libya, is looking to hire a “Digital Officer” for its Communication department based in Tunis. The candidate will be part of the team which manages ICRC Libya’s communication activities including its different digital platforms such as Facebook, Twitter etc. If you match the below mentioned requirements and are interested in becoming part of a humanitarian communications team, then do apply:


As a part of the Communication department and under the supervision of Communication Coordinator or other designated staff , the chosen candidate will be required to develop strategies and plans of actions to enhance visibility of ICRC action through a robust use of social media and other platforms. In addition, he / she will support other members of the communication team in carrying out different activities and replace them upon request

Typical functions may include:

• Serve as  manager for country media accounts, producing and curating content that reflects communications priorities and key messages and speaks effectively to the audience.

• Monitor and moderate comments on social media posts, intervening as appropriate to answer questions and guide the conversation. Translate any important comments and intervention from Arabic and French to English.

• Develop high-impact social media content – including graphics, videos and other multimedia formats – that effectively informs and engages external audiences and supports media and advocacy campaigns.

• Collect and analyze social media metrics to gauge reach, engagement and other performance measures for social media posts, accounts and campaigns, helping to inform results-based decision making and drive the effective use of resources.

Critères d'éligibilité

  • Possess a Master’s degree in communication or social sciences
  • Minimum 3 years of work experience in the field of communication, media, advertising etc.
  • Work experience in the field of communication in the humanitarian sector an advantage.  Experience producing, editing and disseminating multimedia content for online audiences ideally for media outlets, NGOs, or international institutions.
  • Proficient in spoken and written English and Arabic, knowledge of French an asset
  • Thorough knowledge and experience in managing social media engagement.
  • Experience using advanced tools for online publishing, including content management systems and social media authoring tools such as Tweet Deck, Sprinkler, or Hoot suite.
  • Experience working in sensitive and fast-moving news, communications, and/or advocacy contexts.
  • Experience producing and interpreting web or social media analytics to inform strategies and work plans.
  • Strong editorial judgement, including ethical and political awareness.
  • Sophisticated understanding of multimedia content, including how it can best be produced, packaged, published and shared on websites, on social media and with news organizations.
  • Proven ability to conceptualize, plan and execute ideas as well as transfer knowledge and skills.
  • Knowledge of Libyan social-political context a must
