Reports to: Regional Director ARTICLE 19 MENA  

Key relationships: MENA Staff based in Tunis and in other countries, International   Communications Team, External consultants, partners across the region.  Responsible for: Interns/Volunteers, consultants, and freelancers where relevant  Contract: 7 days per month (10 months 15 March- 2022 – 15 January 2023)  Daily rate: The daily rate will be determined according to the experience and   skills of the selected candidate  

Location: ARTICLE 19’s office in Tunisia  

Special Conditions: Some evening and weekend work where needed  

Summary of the role  

We are looking for a motivated and experienced Digital Communications Consultant to help us continue our exciting  digital communication work. The MENA Digital Communication Consultant will provide support to the MENA Team  to help spread the news and messages about ARTICLE 19’s mission and work. She/ he will manage and analyse the  effectiveness of A19 MENA digital and media campaigns and digital presence through its regional MENA website  and its MENA social media platforms. She/ he will create engaging content to be published on various media outlets  that would highlight the organisation’s missions, messages, and work. She/he will be the primary focal point  managing ARTICLE 19’s MENA website, ensuring content is up-to-date and relevant, managing SEO, design,  usability, and accessibility, and working with the MENA team, the international Communications team, and external  consultants/agencies on maintenance and updates. The consultant is also expected to propose recommendations  on how to develop and strengthen ARTICLE 19 relations with the media, partners, and donors and to reach its  audiences in the MENA region through its digital communication strategies.  

Key Responsibilities and Accountabilities  

  1. Digital Communications strategies and tools  
  • To recommend appropriate digital strategies to maximise the visibility of ARTICLE 19 and define its role  with media, stakeholders, national and international partners, and donors in the MENA region  ● To lead, in close collaboration with the MENA project’s leaders, the creation of digital communication materials/ tools that can be published on the website or social media platforms, such as posters, podcasts, videos, blogs, newsletters, infographics, and other digital communication materials/ tools that  communicate and share information and messages about A19’s work.  
  • Preparation of images for reproduction, sourcing and crediting them.
  • Develop and create storytelling and offer advice for creating engaging stories.
  • To support the team in managing the MENA social media accounts on a regular basis and advise on new areas for development.
  • Working knowledge of social media reporting tools, and social media management tools
  •  To support the MENA team in identifying emerging trends, innovative approaches, and new social media formats and in writing original and engaging social media posts tailored for specific audiences.  
  1. MENA ARTICLE 19’s regional website  
  • To support the MENA team in implementing the MENA website project by ensuring content is up-to-date and relevant, managing SEO, design, usability, and accessibility, and working with external consultants/agencies on maintenance and updates.  
  • To lead on the launch of the ARTICLE 19 MENA website, in coordination with the MENA Team and the International Communications Team
  • To lead on content coordination providing professional and effective web communications advice, guidance, and support on web communications, including providing editorial support and guidance. ● To work with the team on digital content curation, and long-form publishing to the web, including quality  control, content uploading, and working on pages improvements and ensuring the website is reflective of  the MENA regional priorities and work  
  • To coordinate with the International Comms Team to support the MENA team in the use of website CMS following A19’s policy and guidelines where necessary.
  • To monitor and report on key website statistics on a regular basis, making recommendations based on these results.
  1. Other communication responsibilities  
  • To advise on media planning and content development processes  
  • To advise MENA Director and relevant staff on media and communication work, including interviews and  comment opportunities with relevant regional and international media  
  • To coordinate and provide advice for layout and print design of publications, oversee, in collaboration with  the international communication team, the editorial processes, and quality control to ensure publications follow ARTICLE 19’s editorial guidelines and style, and manage the launching of these publications. To support the MENA team with other communications activities as reasonably required.  

Person specification  

Technical Skills, Experience, and Knowledge  

  • University degree in appropriate discipline or equivalent experience in communication and marketing  techniques.  
  • Substantial experience in a similar role preferably in a related field and or for non-governmental  organisations.  
  • Experience in using a style guide and visual identity guidelines across different media. 
  •  Substantial experience in drafting and implementing media and communication strategies. 
  •  Substantial experience in writing, editing, and publishing for an online environment. 
  •  Working knowledge of the Internet, web information architecture, and web technology.
  • Perform basic design functions and have basic knowledge of graphic design software 
  •  Demonstrable understanding of the MENA region and ability to analyse trends in relation to human rights,  in particular, freedom to expression and the right to information.  
  • Excellent communication and influencing skills, with proven ability to build relationships with a diverse  range of key stakeholders.  
  • Ability to deliver concise and clear messages, particularly in making complex language and information  accessible.  
  • Demonstrable ability to work under pressure, prioritise, meet deadlines, and hold self and others to  account.  
  • Ability to work creatively to develop and propose initiatives, find solutions, and work collaboratively with  appropriate supervision.  
  • Advanced fluency in written and spoken English and Arabic. French is desirable.  
  • Experience of working in multi-lingual, multi-cultural, multi-geographical matrix teams is desirable.
