Deputy Project Director – Sharing Underutilized Resources with Fishers and Farmers (SURFF) – Environmental and Climate Change Project

Project Description:

Sharing Underutilized Resources with Fishers and Farmers (SURF) is a US Department of State-funded project, which is implemented by FHI 360 that aims to improve the capacity of Tunisian farmers, fishers, agriculture and fishery firms, and cooperatives to adapt to climate change. The project promotes the use of climate and data science to spur innovations and upgrades while working with the private sector, government-run educational institutions, small famers and fishers, and other key stakeholders, including the Ministry of Agriculture, Hydraulic Resources and Fisheries (MAHRF) and the Ministry of Higher Education and Scientific Research (MHESR). The project will also assist small farmers and fishers to improve operations, boost yields, and access new resources and technologies while also connecting Tunisian and U.S research institutions for technology transfer to develop, fund, and deploy local climate smart technologies and innovations.

Summary of Position:

The Deputy Project Director (DPD) will support the Project Director (PD) in overseeing project technical implementation and will have a role in providing direct technical support to technical staff and partners. The DPD will assist the PD with the development and implementation of the project’s vision, strategy, and technical direction, ensuring timely progress against schedules, achievement and quality of deliverables, and quality of results. They will supervise and coordinate the technical and field activity implementation team and will serve as the secondary institutional liaison with DOS and key stakeholders. The DPD will be based at the project’s main office in Tunis with significant travel inside the country. This position will report to the Project Director.

Duties and responsibilities:

  • Lead the tactical technical management activities for a project.
  • Provide technical oversight to the project and ensure impacts achieve the results defined in the project Scope Of Work.
  • Provide technical expertise and support annual activity work planning and adaptive management of the project as needed in accordance with the project’s objectives and targets.
  • Organizes the inter-project activities ensuring completion of the project on schedule and within budget constraints. Selects, develops, and evaluates personnel to ensure the efficient operation of the function.
  • Oversees the direction, budgetary planning, and technical process of the project to ensure project deliverables are met.
  • Creates or revises proposals as needed to facilitate strategic goals.
  • Supports management with recommendations for process improvement to achieve strategic goals.
  • Works with personnel or teams to design, monitor, and evaluate activities with recruitment, orientation, supervision of a team to complete project functions.
  • Coordinates and works with external donors/clients on technical issues and serves as a representative for the organization.
  • Develops objectives that align with strategic goals and oversees several projects for technical and compliance standards.
  • Coordinate with the Monitoring Evaluation and Learning (MEL) team to collect data and generate MEL reports.
  • Evaluate and document activity progress and lessons learned.
  • Support the Project Director in representing the project to DOS and key government stakeholders, ensuring timely response to their informational, data and monitoring inquiries and requests.
  • Serve as the acting Project Director when the PD is not available.

Technology to be Used:

Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

10% – 25%

Critères d'éligibilité

  • Master’s degree in Engineering or science field or equivalent (Agriculture and/or Marine and/or Water Sciences and/or Environment fields are strongly preferred) with a minimum of 10 years of relevant experience managing development projects, preferably in Tunisia or the neighboring countries.
  • Previous experience of at least 5 years working with the USG or other donors funded projects is required.
  • Previous experience in managing and implementing at least one project related to the Environmental field in Tunisia or the neighboring countries (the agriculture and/or marine fields are strongly preferred).
  • Comprehensive knowledge of concepts, practices, and procedures with program management and technical development; • Strong expertise in the management of complex projects – experience with projects in the public health, collaborative scientific research projects and/or research commercialization fields a plus.
  • Strong organizational, interpersonal, critical thinking, time management, planning and communication skills; Skilled at relationship building and network development with organizations and individuals.
  • Excellent and demonstrated organizational and problem-solving skills; Ability to influence, motivates, negotiate and work well with others.
  • Proficient with applicable rules, regulations, and policies associated with international development, NGOs and USG policies.
  • Demonstrated experience in multi-sector project management and implementation. ; Demonstrated strategic planning, staff development and capacity building experience.; Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope.
  • • Must be able to read, write, and speak fluent English.
