Democratic Constitutional Process in Libya

  • Position Title: Finance/Administrative Officer
  • Location: Tunis, Tunisia with possible travel to Libya
  • Contract Period: November 2014 – March 2015 (extendable)


Project Description:

Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. DRI promotes political participation of citizens, accountability of state bodies and the development of democratic institutions world-wide.

DRI is supporting the constitution making process and electoral reform in Libya by working with civil society to enhance their capacity to accompany and shape these processes. Due to security situation in Libya, the project is currently being implemented remotely from Tunis. DRI is recruiting a Project Assistant/Finance Officer to serve as the main point of contact for all finance, procurement and administration of the project, in close cooperation with the DRI Libya Country Director and Berlin headquarters.

Duties & Responsibilities:

  • Manage and supervise administrative and financial operations of the DRI Libya project, including payments;
  • Prepare all accounting records, including invoices, bank documents, general journal entries and cash receipt and cash disbursement journals;
  • Prepare the monthly financial reports for DRI headquarters;
  • Prepare regular expenditure forecasts for budget monitoring;
  • Ensure that donor requirements as well as Libyan/Tunisian legal requirements and German bookkeeping requirements are met by the field office;
  • Coordinate on procurement and logistics matters and liaise with local vendors and partners on related financial matters and agreements;
  • Coordinate the communication with DRI´s security provider in Libya prior to any field visit;
  • Provide logistical and organisational support to holding of workshops, roundtables, trainings and other events;
  • Assist in organising travel logistics and visas for international staff.
  • Other tasks as assigned by the DRI Libya Country Director.

Critères d'éligibilité

  • University Degree in Business Administration/Finance or relevant discipline;
  • At least five years of relevant experience in administration and financial management;
  • Ability to produce financial reports and information in a clear and precise manner in Word and Excel;
  • Excellent spoken and written Arabic and French is essential and fluency in English is required;
  • Experience in working with CSOs, non-profits and donor-funded projects, is desirable.
