Description
Democracy International (DI) seeks a Chief of Party for one or more USAID funded program openings in North Africa and the Sahel.
DI provides technical assistance, analytical services and project implementation for democracy, human rights, governance and conflict mitigation programs worldwide for the U.S. Agency for International Development (USAID), the U.S. State Department and other development partners. Since its founding in 2003, Democracy International has worked with civil society organizations, political parties, election-management bodies, government agencies, legislatures, justice-sector institutions, and others in 70 countries.
- Responsibilities:The COP will:
- Managing the goals and implementation of USAID funded Democracy and Governance programs as well as other related ongoing projects in-country;
- Collaborate with donors and program experts to design national and project strategies and oversee their implementation across multi-year programs;
- Direct and supervise expatriate and national program staff working with local partners and institutions;
- Ensure compliance with all DI and donor policies and procedures among key staff and sub-grant organizations;
- Build and maintain relationships with donors, government and party representatives, local and international partners; and
- Manage overall project costs and budget and oversee financial management and administrative procedures.
شروط الترشّح
- Qualifications: A minimum of ten years of recent project management experience with a US Government foreign affairs agency, international assistance organization, or non-governmental organization, preferably including USAID experience (prior experience as a COP preferred)
- Experience managing democracy building programs with a focus in at least one of the following areas: Political party development and party member participation.
- The applicant must have experience managing relationships and working directly with political leaders and members on professionalizing and strengthening internal party structures and electoral competitiveness;
- Community and civil society development programs.
- The applicant must have experience in the strategic design and management of programs which focus on building the capabilities and effect of citizens;
- Election assistance programs working with electoral management bodies and national and local government to design, build, and maintain electoral capacity and institutions.
- Experience in all aspects of project management including, financial oversight, personnel management and development;
- Experience and demonstrated familiarity with USAID regulations and procedures – including the Federal Acquisitions Regulations;
- Experience living and working in a developing country;
- A minimum of two years of overseas field experience working in post-conflict or developing countries;
- Willingness to relocate for a long-term position;
- Professional English-language oral and written communication skills;
- An advanced degree in a related field is preferred.
