We are looking for a highly qualifiedICT4P Assessment Officer to join our DRC office in Tunisia.

 

Who are we?

Danish Refugee Council (DRC) has been present in the Middle East and North Africa (MENA) region since 2003 and in Libya/ Tunisia since 2011 with both DRC and its demining branch the Danish Demining Group (DDG). In 2016 DRC initiated pilot implementation in order to support Sahrawi population in Southern Algeria. The main office for DRC-DDG Maghreb (Libya, Tunisia and Algeria) is in Tunis with additional offices in Tripoli and Sabha (Libya), Zarzis (Tunisia) and Tindouf (Algeria).

Since 2011, DRC has carried out protection activities for vulnerable refugees, migrants and asylum-seekers in Tripolitania and Fezzan regions funded by the EuropeAid. This comprised of protection monitoring and referral and direct assistance in detention centres and migrant communities as well as capacity building and awareness raising of national authorities and civil society. In October 2014, IDPs were included among DRC’s target group in response to the internal displacement caused by the increased conflict.

About the job

Under the supervision of the Humanitarian Programme Manager (HPM), the ICT4P / Assessment Officer is responsible to provide technical support to the implementation of a project aiming at protecting and promoting the safety, rights and agency of Libyan IDPs and vulnerable local non-displaced populations. To this end, the ICT4P Officer will act as the focal point for the IDP protection database, coding necessary revisions in assessment forms, debugging forms, as well as cleaning, aggregation and compilation of dataset. Develop and update the online database, provide dashboards and draft reports based on the dataset. Produce visual materials with aggregate data to support communication and reporting.

Duties and Responsibilities

  • Support in the overall information management of the IDP protection and emergency response programme
  • Support technically the assessment database and support the development of new assessment forms
  • Cleaning and aggregation and compilation of assessment dataset. Develop and update weekly/monthly dashboards.
  • Produce visual materials with aggregate data to support project communication and reporting.
  • Build the capacity of other team members (organize trainings/workshops) on the use of assessment tools; support the adoption of mobile data collection tools by field teams.
  • Draft regular reports from analysis of the dataset
  • Any additional work tasks in support of project information management.
  • Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications.
  • Liaise with technical staff at other agencies concerned with the emergency response, under the supervision of the HPM.

We offer

DRC will offer the successful applicant a 6 monthscontract, renewable dependent on both funding and performance. You must be available to start work as soon as possible and be willing and able to work in Tunis, Tunisia.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for nationals; please refer to www.drc.ngo under Vacancies. This position will be placed at levelD,1.

Critères d'éligibilité

  • At least 2 years’ experience developing assessments and/or using mobile data collection tools
  • In your application, clearly demonstrate if you have experience with KOBO, ODK or other humanitarian database toolkits
  • Strong developing skills. Incumbent must be comfortable working with different programming languages such as D3.js, Java, Java Script, PHP, SQL
  • Conduct complex analytics and produce useful reports through technical software including Excel, STATA, R, Tableau or SPSS
  • Proficiency in data analysis. Able to manage, analyze, and organize data and be adept at analysis and interpretation of large quantities of data
  • Able to design relevant infographics that make data easy to consume on demand
  • Proficiency in Adobe Photoshop and Adobe Illustrator
  • Comfortable with Geographic Information Systems. QGIS, ARCGIS, CartoDB
  • A benefit if candidate is able to map relevant coordinates, digitize maps and relevant routes
  • Collaborate with external GIS team in relevant geospatial work and in particular data collection, data cleaning/verification, analysis, rationalization and updating of the GIS database
  • Experience working with CartoDB will be helpful
  • Written and verbal fluency in English and Arabic is mandatory French an asset
  • Degree in computer science or any relevant IT degree.
