​We are looking for a highly qualified, independent consultant to prepare a manual for trainings on conflict analysis, conflict management, and dialogue aimed at civil society, traders, youth, civil authorities, and security providers in southeast Tunisia. 

Who are we? 

Danish Refugee Council (DRC) is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by vulnerable people affected by conflict and instability all over the world.  Danish Demining Group (DDG) is a specialized business unit within DRC that focuses on human security programming.  DDG strives to identify safety and security needs from the perspective of those living with conflict and to help them find non-violent solutions.  These go beyond traditional mine action activities to include Armed Violence Reduction (AVR).  AVR programming seeks to engage communities in developing durable solutions to local safety and security challenges with a holistic grassroots approach.   

DRC/DDG has been working in the region in Libya and Tunisia since 2011.  In 2014, DDG initiated an intervention in border towns in southeast Tunisia to address community security and resilience through violence prevention programming aimed at improving relationships between communities and security providers and mitigating the risks facing local youth.  In 2016, DDG secured funding from the European Commission and the Canadian Government to continue these initiatives.  DDG currently has teams of local staff permanently based in Ben Guerdane and Dhehiba.   

About the job 

The overall purpose of this consultancy will be to produce a manual for trainings on conflict management between local communities and security providers on issues of cross-border trade, border safety, and smuggling of illicit goods.  Specifically, the trainings will seek to develop participants’ awareness of frameworks for understanding and analyzing local-level conflict; and develop participants’ skills of communication, dialogue, and conflict sensitivity. 

Target groups will include:

  • communities (civil society, traders, youth)
  • civil authorities
  • security providers (police and National Guard)

These trainings will serve as the foundation for the trainees to subsequently apply their skills in the context of other DDG activities, such as monthly dialogue forums on issues of community security; and as potential participants in a joint community-security provider committee to conduct conflict analysis and design preventive actions to deescalate violent conflict.

Duties and Responsibilities 

The Consultant will be expected to provide the following services:

Review of Resources 

  • Consult with DDG staff on context, target groups, and training needs
  • Review results of an assessment aimed at identifying training needs of the above target groups
  • Review existing DDG training manuals and resources on conflict analysis and conflict management

Training Design 

  • Produce an outline of proposed modules for each target group
  • Develop a manual that blends sessions on theory and practical application using interactive learning methodologies tailored to each target group
  • Produce annexes, where relevant, on adapting the training modules to particular target groups

Training-of-Trainers 

Deliver a workshop to train DDG staff and facilitators on how to train the target groups on the using the training manuals

DDG is seeking a consultant that will conduct these services with a collaborative approach and with a spirit of partnership, engaging DDG staff throughout the process in order to ensure clarity with respect to training objectives and modalities as well as to encourage mutual learning.

We offer 

DRC will offer the successful applicant a 1 month contract. You must be available to start work from 17th March 2017 and be willing and able to work in Tunis, with possible travel to Zarzis.

  • To be successful in this role you must have a university degree in social science, political science, or related field, at least 3 years of experience designing and delivering trainings and working on issues of conflict management. 
  • Excellent writing and communication skills in English and Arabic
  • Strong knowledge of interactive learning methodologies
