Project Background:

The USAID TAHSEEN Project will support the Government of Tunisia (GoT) to design and develop reforms, systems, and mechanisms to enable inclusive economic growth. TAHSEEN will focus on e-Governance and economic reforms, including fiscal and budgetary reforms, based on international standards and best practices. The project will provide technical assistance to improve e-governance, budgeting, and expenditure control to promote greater efficiency, facilitate investment and trade, and encourage greater public-private dialogue. TAHSEEN will achieve results through three main objectives:

  • Enhancing Capacity of the GoT to Manage Public Finances
  • Advancing Reforms in the Business Climate
  • Improving Communications, Engagement, and Consultations Between the GoT, Private Sector, and Civil Society

Purpose: 

The Procurement/Grants Manager will work with the Director of Finance and Administration, Operations, and Technical Teams to identify the TAHSEEN Project’s procurement needs. He or she will be responsible for gathering complete procurement related backup documentation and auditing that information prior to Finance Team submission. He or she will develop and release solicitations, conduct price/cost/reasonability analyses, and perform other related duties as assigned. The Manager will also oversee the management of the TAHSEEN grants. 

Responsibilities and Key Tasks:

  • In collaboration with the Director of Finance and Administration, lead programmatic procurement efforts. 
  • Monitor commercial vendor agreements as assigned.
  • Support compliance with the appropriate USAID regulations in providing procurement support for project staff and activities, ensuring accordance with DAI policy and governmental regulations.
  • Prepares the required approvals to ensure compliance with internal and external contract and policy requirements.
  • Oversee grants management in coordination with the Procurement/Grants Team.
  • Participate in work planning and activity planning to align grants program with overall project activities. 
  • Coordinate with technical team to develop a grants program which will specifically target civil society at the national and subnational, and local levels.
  • Ensure grant applications and related solicitations are accurate, complete, and compliant with DAI policies and donor regulations, in cooperation with other project leads.
  • Ensure post-award grant management in accordance with relevant regulations, including but not limited to reporting, audits, and performance monitoring in accordance with DAI policies and donor regulations.
  • Apprise grantees of the responsibilities, requirements, and policies and procedures to be followed during the life of the grant.

Critères d'éligibilité

  • 7 years of professional experience, including significant experience working with governments, the private sector, or donor projects on procurement of goods and services and experience in grants management or related field.
  • Bachelor’s degree (or equivalent) in related field of study, Master’s preferred.
  • Demonstrated experience in USAID procurement mechanisms, such as subcontracts and grants preferred.
  • Knowledge of USAID rules and regulations and implementing partner procurement policies preferred.
  • Experience with USAID projects preferred. Experience with international donor-funded projects also an advantage.
  • Strong communications skills and ability to negotiate effectively.
  • Proven problem-solving skills and exceptional customer relations when dealing with both internal and external parties.
  • Well organized and self-directed individual with sound technical skills, analytical ability, good judgement, high ethical standards, and operational focus.
  • Experience and familiarity with DAI systems and procedures preferred.
  • Oral and written fluency in English. French and Arabic experience preferred.
