Project Background:

The USAID TAHSEEN Project will support the Government of Tunisia (GoT) to design and develop reforms, systems, and mechanisms to enable inclusive economic growth. TAHSEEN will focus on e-Governance and economic reforms, including fiscal and budgetary reforms, based on international standards and best practices. The project will provide technical assistance to improve e-governance, budgeting, and expenditure control to promote greater efficiency, facilitate investment and trade, and encourage greater public-private dialogue. TAHSEEN will achieve results through three main objectives:

  • Enhancing Capacity of the GoT to Manage Public Finances
  • Advancing Reforms in the Business Climate
  • Improving Communications, Engagement, and Consultations Between the GoT, Private Sector, and Civil Society

Purpose: 

The Human Resources Officer will provide key human resources support to the TAHSEEN project, ensuring project personnel are recruited and onboarded efficiently. S/he will also ensure compliance with HR and recruitment policies and procedures.

Responsibilities and Key Tasks:

  • Oversee human resources operations on the project, including recruitment, hiring, employee on‐boarding, staff orientation, performance reviews, and disciplinary action in compliance with donor rules and regulations, DAI policies, and local labor laws.
  • Manage recruitment and the hiring process including the advertising of vacancies, shortlisting of resumes, scheduling and observing interviews, collection of required documents, reference checks, and salary history verification. 
  • Coordinate and supervise the preparation of employment agreements for staff.
  • Train supervisors charged with conducting evaluations of staff members in their units and monitor compliance with the process.
  • Mitigate and resolve human resource conflicts and issues, seeking assistance and guidance from the Director of Finance and Operations or other senior staff members as needed.
  • Ensure personnel files are stored in TAMIS for all long-term and short-term project staff.
  • Work with Chief of Party to fill surge capacity technical needs, including identifying and hiring long‐term and short‐term technical experts in a timely fashion.

Critères d'éligibilité

  • At least 5 years of professional experience, including progressively responsible experience in Human Resources.
  • Bachelor’s degree (or equivalent) in related field of study.
  • Working knowledge of local laws related to labor, personnel management, inventory management, and compliance.
  • Knowledge of donor rules and regulations preferred.
  • Experience with USAID projects preferred. Experience with international donor-funded projects also an advantage.
  • High ethical standards and ability to handle sensitive and confidential matters.
  • Experience and familiarity with DAI systems and procedures preferred.
  • Oral and written fluency in English. French and Arabic experience preferred.
