Project Background:

The USAID TAHSEEN Project supports the Government of Tunisia (GoT) to improve public financial management.  TAHSEEN focuses specifically on enhancing and upgrading the government’s public financial management information system (PFMIS) to increase the efficiency, transparency, and predictability of public finances.  The project strengthens the government’s capacity to carry out fiscal, budgetary, and revenue collection mandates and advances electronic services to optimize regulations, procedures, and authorizations that reduce the cost and time burden on businesses, facilitate investment and trade, and promote innovation. Finally, TAHSEEN works to strengthen communication between policy makers and the public to build a common understanding of the constraints to—and opportunities for—economic expansion.

Purpose:

The Objective 3 Manager will develop and oversee TAHSEEN’s 3 key development activities related to the objective of improving communications, engagement, and consultations between the GoT, private sector, and civil society.

Responsibilities and Key Tasks:

  • Develop institutional forums and platforms for the GoT to engage and consult broader public policy and economic issues.
  • Develop a strategy for cost-effective content and tools to enhance and extend the reach of public communications.
  • Develop policy briefs and guides for political and policy consultations.
  • Facilitate semi-annual consultations with GoT leadership and Tunisian business associations and CSO’s to identify issues of common interest and assist in developing a plan for annual outreach and media engagement.
  • Coordinate with Capacity Building Advisor plan and conduct dialogue sessions, including mock events, and develop skills on how to use the findings to inform policy reform efforts and maintain communication with participants.
  • Other duties as required.

Critères d'éligibilité

  • At least 8 years of professional experience, including significant experience in communications, change management, organizational development or related field.
  • Bachelor’s degree (or equivalent) in related field. Advanced degree preferred.
  • Excellent organizational skills and attention to detail, ability to prioritize and manage multiple tasks.
  • Strong strategic communications and public engagement experience. Experience working with government and civil society stakeholders also an advantage.
  • Experience with USAID, international donor-funded projects, or international organizations preferred.
  • Oral and written fluency in English. French and Arabic experience preferred.
