BACKGROUND

Young people have played a significant role in the recent Arab movements, demanding basic human rights for building their future towards sustainable processes.

The Fellowship programme invests in the mobilisation of youth as drivers of change and democracy: it aims to involve Youth into policy making and dialogue in the Southern Mediterranean region. It will support the creation of a network of fellows, meeting quarterly during the year, to share experience, monitor progress and provide mutual support.

Location:

European Neighbourhood Instrument (ENI) Neighbourhood South: Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine , Tunisia and Syria.

Implementation :

It will be managed by the Civil Society Facility South (CSFS) in Tunis on behalf of the European Commission (DG NEAR), in close collaboration with partner CSOs from the region. This programme will cover trainings’ fees.

MISSION

The overall goal of the “Dialogue Fellows” is to foster young leaders and build their capacity to facilitate initiatives through democracy, participatory and empowering approaches, at national, regional and international levels.

This programme aims to enhance skills of 30 fellows, members (or staff) of CSOs with a balance in terms of: gender, fields of action, background, geographical coverage and nationality.

The fellows will identify key priorities in policy making and dialogue for sustainable solutions on: shrinking space, reducing inequalities and unemployment, mobility and migration.

Activities will be organised to support the fellows to deepen their objectives and mainstream best practices through various methods of interventions during, and in between the workshops.

The fellows will be expected to use gained skills to:

  • Contribute to their CSOs via offering sustained and creative support.
  • Apply tools (networking, advocacy, and communications) to continue their work in a sustainable manner, and become Trainers of Trainers to co-ordinate programme activities and build on knowledge and skills to reach further steps.
  • Advocate their local governments and international institutions for supporting democratic processes and the role of CSOs.

FIELDS OF ACTIONS

The programme targets young leaders and focuses on:

  • Involvement in Policy making: providing tools to gain expertise on policy issues; entail policy research and advocacy initiatives, towards case studies.
  • Structured Dialogue mechanisms: engaging fellows in round table discussions, conferences and interfaces to develop synergies for structured dialogue, and, with the European Union in particular.
  • Capacity / team building: Capacity development to strengthen CS Networks both from outside and within their community through:
    • optimising resources and fund raising skills
    • training of trainers in order to identify and train other young leaders within fellows’ organisations and from other CSOs in relevant networks
    • communication skills develop advocacy skills in practice; using communication channels and tools, at national and international levels and building relationships with other CSOs, governments, local authorities, EU institutions and other international institutions (UN, World Bank, etc.).
  • Networking: creating a network of young policy makers at the national, sub-regional and regional levels towards: fora, think tanks on policy making, and the media.
  • Dialogue Platform: providing an online platform for young people where they can express their opinions, exchange on good practice, propose solutions and perspectives.

SCHEDULE OF ACTIVITIES

Post Events: The fellows shall be available to interact virtually with the TA on regular basis to follow up on activities, receive technical support and guidance.

SELECTION

The selection will be organized through a competitive process (with a balance in terms of: gender, fields of action, background, geographical coverage and nationality). The assessment of applications will be carried out by a selection committee of four CSFS experts.

Applicants must be a member (or staff) of a Civil Society Organisations from the Neighbourhood South Region and comply with the definition below:

The EU considers CSOs to include all non-State, not-for-profit structures, non-partisan and non – violent, through which people organise to pursue shared objectives and ideals, whether political, cultural, social or economic. Operating from the local to the national, regional and international levels, they comprise urban and rural, formal and informal organisations. They include membership-based, cause-based and service-oriented CSOs. Among them, community-based organisations, non-governmental organisations, faith-based organisations, foundations, research institutions, Gender and LGBT organisations, cooperatives, professional and business associations, and the not-for-profit media. Trade unions and employers’ organisations, the socalled social partners, constitute a specific category of CSOs.

Countries Eligible:

Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine , Tunisia and Syria

Profile Requirements:

Eligible CSOs from eligible countries are to make ONE proposition based on these requirements:

  • 1 applicant per organization (CSO);
  • Proposed applicant should be within the age limits of 25-36 years old;
  • Proposed applicant has at least 3 years-experience being involved in sectorial projects, specifically in actions of advocacy and policy dialogue;
  • English or/and French language proficiency in addition to Arabic will be required.
