JOB SUMMARY AND RESPONSIBILITIES:

ABA ROLI seeks a Contracts and Compliance Manager to assist with the day-to-day management of contracts and compliance for international development program.

ABA ROLI seeks to hire someone with experience in drafting and administration of contracts and compliance management on internationally-funded development programming in Tunisia and Libya. The CM will report to the ABA Tunisia/Libya Country Director and work closely with the Field Finance Manager.

Responsibilities include:

  • Assist the Field Finance Manager and Country Director in preparation of short-term and long-term employment contracts, expert and consultant contracts, other contracts and related procurement documents and other compliance matters in line with ABA policies, applicable local laws, and donor rules and requirements;
  • Assist the Country Director to review existing employment, expert and consultant contracts; suggest and develop policies, processes and procedures for management of contracts;
  • Work closely with the Field Finance Manager to ensure contract payments are processed in line with ABA’s policies, donor rules and requirements, as well as applicable local laws and regulations;
  • Support day-to-day management of contract implementation, including through liaising with contractors, consultants, and staff;
  • Assist the Country Director to oversee close-out of contracts;
  • Provide administrative and logistical support related to contract management to facilitate programs implementation;
  • Support other compliance-related tasks, as requested; and
  • Other duties, as required for the program implementation.

Critères d'éligibilité

  • Degree in law, finance, business, administration or similar field;
  • 2-3 years of experience working in the field of procurement or administration in international donor-funded prorgams;
  • Familiarity with Tunisian and/or Libyan laws and regulations pertaining to civil society and association registration, labor, and taxation is an advantage;
  • Experience working with USAID or other USG-funded programs in Tunisia and/or Libya is an advantage;
  • Demonstrated ability to manage work on multiple tasks;
  • Ability to work remotely or with minimal supervision;
