Exploring understandings and responses of prisons, police and communities to violent extremism

 

DIGNITY is looking for a consultant to conduct a mapping and consultation exercise on the theme of countering violent extremism (CVE) in Tunisia with focus on violent extremism, and responses to it by prisons, police and communities.

About DIGNITY

DIGNITY is an independent nongovernmental anti-torture organization founded in 1982 in Denmark.
DIGNITY is present in more than 20 partner countries with more than thirty years of experience in the rehabilitation of torture and organized violence survivors, in the prevention of torture and in the prevention of urban violence.

In January 2012, DIGNITY opened an office in Tunisia to look after an extensive support programme for Tunisian State stakeholders (Ministry of Justice and Civil Society) through cooperation partnerships comprising 3 axes. One axis of prevention, combatting torture and access to justice, an axis for the rehabilitation of the survivors of torture and recently an axis of urban violence prevention.

DIGNITY is working towards establishing a world without torture where no one is subject to torture or other forms of inhumane and degrading treatment and, where torture practices no longer continue to affect survivors and their families. The current strategy provides the framework for our work to ensure rehabilitation of survivors and their families within the overall aim: “Traumatized survivors of torture and other forms of inhumane treatment or violence have timely and equal access to quality rehabilitation that restores normality in family, work, and community life.”

Assignment: Exploring understandings and responses of prisons, police and communities to ‘violent extremism’

  • Background:

In the past few years violent extremism has become an increasingly important focus for states and populations around the world. In some contexts, responses to it have put human rights in jeopardy, and created new kinds of at-risk populations. DIGNITY is conducting an exploratory study across three countries in order to inform the potential role we might play in the future in relation to this theme both with regards to research and possible interventions. This consultancy will feed into that process by providing information about the situation in Tunisia.

  • Objective

The objective is to gather material including laws, media material, accounts and reports from government and NGOs and to consult with relevant stakeholders in order to:

  1. map who is engaged in this field in Tunisia;
  2. identify the range of responses to violent extremism and the assumptions underlying them; and
  3. answer a series of specific questions on countering violent extremism (CVE) and responses to it (to be provided by DIGNITY later).
  • Theme

The consultancy will feed into explorative work on CVE being conducted by DIGNITY and a research project proposal currently under development by an international group of European prison scholars. This research proposal concerns a range of national approaches and experiences with the treatment of prisoners charged with acts of terrorism, and/or categorized as “radicalized” or “violent extremists”.

  • Terminology

The terms “violent extremism”, “terrorism” or “radicalization” are not defined beforehand, but the consultancy must include in the report the definitions used or referred to, as used by the source materials and experts. The consultant is welcome to comment of the differences of use of these terms by actors.

  • Methods

The consultant is expected to rely on

  • Stakeholder mapping
  • Stakeholder interviews
  • Online research (media analysis)
  • Legal and policy review
  • Expert interviews

Deliverables and deadlines

A 10,000-word descriptive and analytic report in English including answers to the questions raised by the questionnaire usable for further research and project development to be delivered by December 1st, 2020.

Critères d'éligibilité

  • M.A. or Ph.D. in Social Science, for example Anthropology, Psychology, Criminology, International Relations, Political Science, Terrorism Studies, Human Rights, Conflict studies or a related field
  • Demonstrated experience in research and consultancy with NGOs in Tunisia
  • Proven experience of research and analysis on the CVE theme or other related themes in Tunisia
  • Fluency (written and spoken) in English and in Arabic
  • Demonstrated ability to conduct research in complex environments and on highly politicized topics
  • Demonstrated knowledge and skills in Microsoft Office Suite (other technical abilities an advantage)
  • Demonstrated analytical skills, particularly in stakeholder analysis
  • Demonstrated ability to work in an international, multi-cultural and professional environment
  • Demonstrated organizational skills and ability to achieve results in a timely manner
  • Self-motivated, flexible, creative, and ability to work independently.
