Introduction 

The Association for the Promotion of the Right to Difference (ADD), with support from Hivos, will be  facilitating the Free to Be Me program in Tunisia. Free to Be Me is a multi-year program aiming to bring  together organizations and individuals that will contribute to advancing Queer leadership in  advocating for social and economic rights and bring an alliance of organizations that are experienced  and strongly committed to improving the lives of Queer people in Tunisia though a Community of  Action (CoA). ADD is seeking applications from Theory of Change Experts to contextualize the global  Theory of Change set in place by the F2BM consortium members to the future Tunisian CoA. 

About Free to be Me 

Free To Be Me is an ambitious, daring and innovative 5-year program that aims to build a vibrant Queer movement that is confident and capable to lobby and advocate for their human and economic  rights. Our alliance comprises three consortium members. 

Together we will coach, accompany, fund and train Queer persons and organizations to influence  norms and attitudes, generate (public) support, and promote laws, policies and regulations that  recognize, respect and protect Queer people’s rights. Brave and persistent Queer activists around the  world have built communities, taken to the streets, filed lawsuits and advocated for their rights, in the  past decades. Thanks to their lobby and advocacy, “sexual orientation” is enshrined in protective laws  in more than 80 countries. In many countries media and cultural productions are more diverse, while  allies such as human rights and women’s organizations, progressive religious 

leaders, large and small businesses, social influencers and creatives increasingly and publicly -support  Queer rights. 

The project seeks to achieve the following 4 outcomes: 

Outcome 1: In scoping and core countries Queer civil society is vibrant, stronger, more self -confident  and diverse and in core countries also sustainably resourced, with the capacity to lead on legal and  policy changes 

Outcome 2: Societal leaders, influencers, media and the general public increasingly and openly  support the rights of Queer people (mainly core countries). 

Outcome 3: At least five core countries have made significant legal or policy progress – changed  abusive or criminalizing laws, ended impunity and/or adopted protective laws.

 

Outcome 4: 

Socioeconomic development programs are increasingly accessible for and geared towards the  needs of Queer people in core countries.  

Scope of the consultancy  

The community of action is seeking the services of a consultant(s) under the F2BM project to  facilitate a two days Safety and Security workshop for the Queer community in Tunisia.  

The objective of this assignment is to work with the F2BM/ADD team to enhance the digital  and physical security of the COA members.  

Specific objectives:  

  1. a) Facilitate a digital security training.  
  2. b) Facilitate a physical security training. 
  3. c) Conduct a follow-up digital and physical security assessment.  

Scope of work  

The training should focus on the following areas: 

Digital / Cybersecurity threats :  

  1. a) Computer and phone security (virus, malware, passwords, messaging apps etc).  b) Spyware threats.  
  2. c) Hackers and predators.  
  3. d) Phishing (domain spoofing, URL phishing etc).  
  4. e) Ransomware attacks. 
  5. f) IoT attacks.  
  6. g) Cyberattacks.  
  7. h) Outdated hardware and software threats 

Physical security threats (Build capacity in the following areas): 

  1. a) Assessing risk – threats, vulnerabilities, and capacities. 
  2. b) Understanding and assessing threats.  
  3. c) Security incidents. 

 

  1. d) Preventing and reacting to attacks. 
  2. e) Security for Queer human rights defenders.  
  3. f) Physical security approaches. 

Deliverables 

Based on the scope above, the consultant(s) is expected to deliver the following outputs:  1) Digital security training facilitation.  

2) Physical security training facilitation.  

3) Training materials (PowerPoint presentations).  

4) Training pre and post-test  

5)Training report  

Timeframe  

The assignment is expected to take a maximum of 4 working days.  

Qualifications and skills 

  • A minimum of a Bachelor’s Degree.  
  • At least 3 years of experience in facilitating digital and physical security trainings for  human rights defenders.  
  • Sufficient knowledge and understanding of the operating environment for Queer  human rights defenders in Tunisia and the region.  
  • Ability to undertake the consultancy and deliver on time. 
  • Has a progressive and positive knowledge and view of the Queer issues of  rightsholders in Tunisia; 
  • Is aligned with the values of the F2BM program and has a progressive mindset; Believes in decentralization, solidarity, and care as ways to challenge the status quo; Is critical of normative gender norms and expressions and comfortable with the wide  

range of other identities including, but not limited to, sexual and gender identities; Has an excellent command of English, written and oral;
